Description
This is a sources sought notice only; it is not a request for quotations or offers. The VISN 9 Network Contracting Office is conducting market research for the Huntington VA Medical Center to identify potential sources for a contract to provide Radiology Services. Once a contract is awarded, the Contractor's employee(s) who meet all of the requirements of the contract shall work during the hours specified. The required Contractor's employee(s) must be present at the Department of Veterans Affairs Medical Center, Huntington (VAMC or VA) facility during the hours specified in the contract. (Hours shall be recorded in sign in/out log, see item# 6 below). The services include but are not limited to the following: 1.Performance of routine procedures, which include, but are not limited to: Barium Enema, Upper GI, IVP, Cystograms, Urethrograms, Venograms, Small Bowel Follow-through, Barium Swallow, Fistulograms, Loopograms, Feeding Tube Placement, Percutaneous Catheter Injections. In addition, Lymphoscintography, Cisternogram, and Thyroid Ablations are included. 2.Performance of CT or US Guided Aspirations and Biopsies, and Abscess Drainage Procedures. 3.Interpretation of CT Scans, MRI exams, CTA and MRA exams, Nuclear Medicine Exams, Ultrasound, plain films, etc. 4.Provide diagnostic radiology consultations for the VAMC clinicians. Participate in mandatory interdepartmental conferences such as tumor board. 5.Provide discussion and assistance with the VA staff during weekday work-hours as needed. Provide instruction to rotating medical students or residents assigned to Imaging Service. 6.Provide five (5) days per week coverage Monday through Friday, from 8:00 a.m. to 4:30 pm. excluding Federal Holidays. 7.All radiologists shall be required to sign in and out in a log that will be located in the Imaging Service. This will be the basis of how payment will be made to the Contractor. Payment will be made for in-house services and tele-radiology services. Invoice will be submitted monthly by Contractor for services rendered. 8.The Contractor shall participate in the Quality Assurance Programs to meet JCAHO, NHPP, and VA mandates. 9.Contractor shall be responsible for verifying and completing all reports electronically. Report verification will occur no later than 48 hours after patient registers for the exams. Exams will be assigned by Imaging Administrator for contractor interpretation. All reports will be given a diagnostic code and a list of these codes will be provided to the contractor by Imaging Administrator. Abnormal reports requiring urgent attention as defined by PCI-56 Memorandum will be communicated to the Abnormal Reports Contact Person or responsible provider by phone and this communication will be documented in the report. View alerts will be issued for less urgent findings as directed in PCI-56 Memorandum. Results of all ER special imaging cases (CT scan, ultrasound, nuclear medicine studies) which are interpreted will be called to the ER within 60 minutes of notification. Should a STAT interpretation for an inpatient or outpatient be requested, contractor will call the report to the provider or the abnormal report clinician within 60 minutes of notification. 10.If the contractor provides a final interpretation for an exam which had a preliminary interpretation and these two interpretations differ, the referring physician will be notified and this contact recorded in the final report. 11.The contractor will compare current exams with relevant prior exams as needed. This comparison will be documented in the final report. In the event than an exam report is lost or cannot be transcribed, radiologist will re-interpret exam within 24 hours of notification. 12.The contractor will be available by phone or in person to provide direction for the protocol of exams and to answer questions regarding contrast usage/recommendations. Contractor will obtain signature consent as needed for contrast for high risk exams. 13.If the contractor is performing a CT or US guided biopsy or drainage, the contractor must follow the Hospital Medical Center Memorandum as well as the Departmental Policy (copies of these policies will be provided). The contractor is responsible for the following: A.Review any laboratory tests which were requested by said contractor prior to performing the procedure B.Proper identification of the patient (using two identifiers) C.Education of the procedure to the patient D.Obtaining the written consent E.Following the "Time Out" procedure F.Placing any follow-up offers and notes (post procedure) into CPRS. Central Time. This sources sought notice is to assist the Huntington VA Medical Center in identifying an appropriate acquisition strategy only. Written communication received will be considered solely for the purpose of determining current market capabilities for the services identified within this notice. A solicitation is not currently available. If a solicitation is issued, it will be announced and posted on this website at a later date, and interested parties must respond to the solicitation to be considered for award. This notice does not commit the government to contract for any supply or service. The government will not pay for any information or administrative cost incurred in response to this Sources Sought Notice. Do not contact medical center staff in regards to this requirement, as they are not authorized to discuss matters related to this procurement action. All questions should be submitted in writing for this procurement to the Contract Specialist.
