- THIS IS A NOTICE OF INTENT TO SOLE SOURCE, NOT A REQUEST FOR A PROPOSAL. A SOLICITATION DOCUMENT WILL NOT BE ISSUED AND PROPOSALS WILL NOT BE REQUESTED. The U.S. Army Corps of Engineers, Engineering Research and Development Center (ERDC), intends to award a contract on a noncompetitive basis to Midwestern Industries, Inc-915 Oberlin Rd SW, Massillon, OH 44647-7661. This action shall be undertaken in accordance/FAR 13.106-1(b) / Soliciting from a single source. The Geotechnical and Structural Laboratory (GSL)/Airfield and Pavements Branch (APB) has a requirement for a High Frequency Aggregate Vibrator. The Government requirements for this procurement include: -Self-emptying screens [continuous flow screening] that prevent the need to stop production and hand remove sorted material. -Removable and interchangeable screens to accommodate screening any materials within particle diameters from 4 to 0.0059 [US #100] inches. -Electrical power driven motor with minimum of 230 VAC (3 phase, 60 Hz) capacity. Electricity will be provided by a large diesel generator currently in the APB equipment inventory. -Allows for average production rates of at least 5 ton/hr under continuous operations with various materials. -Provides average particle retention times of at least 3 seconds to ensure accurate sizing of the materials. -Equipment self-spreads the material across at least 90% of the screen width before entering the screening area to efficiently utilize the screenable area. -Allows for the use of at least 3 screens at one time to efficiently sort material and minimize material recirculation. -Removal and replacement of a single screen in less than 15 minutes by a two man crew. -Anti-binding equipment for particle sizes less than or equal to 1 inch to prevent the need to remove screens for manual cleaning. -Mounted a rigid steel frame that provides a minimum vertical clearance (floor to bottom of fines discharge port) of 4 ft to allow for fines discharge into 55-gal steel drum storage containers. -Maximum vertical material intake height of 12 ft to allow for the use of a conveyor loading system currently in the APB equipment inventory. The only system that meets the Government's requirements is the MEV High Frequency Aggregate Screener manufactured by Midwestern Industries. The North American Industry Classification System (NAICS) for this requirement is 332618 - Other Fabricated Wire Product Manufacturing. The small business size determination is 500 employees. This Notice of Intent is not a request for proposals. Information received from interested parties will be considered solely for the purpose of determining whether to conduct a competitive procurement. Responses to this electronic notice must be made by 10:00 a.m. CST on 30 Dec 2011. Responses may be submitted by e-mail to MAJ Angela L. Smoot at angela.l.smoot@usace.army.mil.
