Description
NASA/ARC has a requirement for a one (1) year warranty and maintenance services toBloom Energy ES-5700 Solid Oxide Fuel Cell (SOFC) with a possibility of three (3)additional years option. Scope:The primary goal of the warranty and maintenance service is to ensure that the SOFC willmaintain a minimum Total Output Factor and Conversion Efficiency as defined below:Total Output Factor (95% minimum): the percentage defined by Base Load Capacity Factormultiplied by Availability.Conversion Efficiency (50% minimum): the quotient obtained by dividing the output energyof AC kWh measured at the inverters by the input energy of pipeline natural gas on alower heating value (LHV) basis measured at the Supplies gas meter measured over theprior thirty (30) days.Availability is defined as the minutes of AC electrical output, measured in five (5)minute intervals, over the prior thirty (30) days divided by the number of minutes inthirty (30) days (43,200 minutes in total) when the Supplies has an power output at orabove 0.5 kW. Availability will be considered to be zero for any period in which theSupplies have a power output below 0.5kW.Base Load Capacity Factor is the percentage defined as the amount of electricitygenerated by the Supplies measured at the Supplies inverter divided by the Base LoadOutput of the Supplies over the prior 30 day period when Availability (defined below) isgreater than zero.Base Load Output is defined as 200kW for the ES-5700The contractor shall provide all material and services necessary to maintain a minimumsystem performance as stated above. The services shall include, but not be limited to,the following:1. Service:a. 24x7 Remote Monitoring b.Next Business Day Service Dispatchc. Periodic System Maintenance - the technician will service water systems, fuelsystems, electrical systems, and fuel cell stacks2. Warranty:a.The Warranty is the contractors obligation to repair, replace or refund theWarranted Equipment if the Products fail to perform within the original WarrantySpecifications.b.The contractor is responsible for repairing or replacing any warranted equipment(including blowers, inverters, power modules, etc) in order to meet the original warrantyspecs. Ancillary equipments installed by the Government are excluded.NASA/ARC intends to purchase the items from: BLOOM ENERGY CORPORATION, 1299 ORLEANS DRSUNNYVALE CA, 94089-1137The Government does not intend to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform theeffort in writing to Khang Nguyen at khang.nguyen@nasa.gov not later than 4:30 p.m. localtime on 1/6/2012 reference NNA12418435-AKN. Such capabilities/qualifications will beevaluated solely for the purpose of determining whether or not to conduct thisprocurement on a competitive basis. A determination by the Government not to competethis proposed effort on a full and open competition basis, based upon responses to thisnotice, is solely within the discretion of the government.No solicitation exists; therefore, do not request a copy of the solicitation. If asolicitation is released it will be synopsized in FedBizOpps and on the NASA AcquisitionInternet Service. It is the potential offerors responsibility to monitor these sitesfor the release of any solicitation or synopsis.Oral communications are not acceptable in response to this notice.All responsible sources may submit an offer which shall be considered by the agency.NASA Clause 1852.215-84, Ombudsman, is applicable.
