Description
John Day Reprogramming and Construction (JDR) Accords Project Request for Quotations Synopsis: Request for quotation to assist CRITFC in coordinating several large-scale fish propagation construction projects developing concurrently, and to implement a feasibility study for the Warm Springs NFH in support of Phase I of a proposed restoration program for the summer run component to the Deschutes River fall Chinook population. Work shall also include investigation of other aquatic species research or propagation project proposals that may arise during the course of the contract. Geographical restriction: Consultant must be located in the Pacific Northwest. Background of the Columbia River Inter-Tribal Fish Commission: In 1977, four Columbia River treaty tribes including the Confederated Tribes of the Umatilla Indian Reservation, the Confederated Tribes of Warm Springs, the Nez Perce Tribe and the Confederated Tribes and Bands of the Yakama Nation, formed the Columbia River Inter-Tribal Fish Commission (CRITFC) to ensure a unified voice in the overall management of the fishery resources and to protect their reserved treaty rights through the exercise of inherent sovereign powers of the tribes. The organization conducts business through one joint decision-making body referred to as the "Commission", which is made up of the respective tribe's fish and wildlife representatives, and operates on a consensus basis. The tribe's decision making authority is based in part on reserved treaty right in the Columbia Basin, statutes, case law and derivative documents such as The Pacific Salmon Treaty, and In-Lieu Sites legislation. Coordination with each tribe's respective fisheries management agency helps keep CRITFC aligned with tribal programs. CRITFC is the only existing organization which represents these tribes in treaty fishery related matters and has been a cornerstone for many successes in the restoration of salmon and the protection of treaty rights. Scope of services: The John Day Reprogramming & Construction Accords project (JDR) is soliciting an Architectural & Engineering (A&E) firm to assist in project coordination. The JDR project carries a $4M capital budget, and a tribal proposal to spend those funds has been drafted. The proposal has at least three basic elements: 1) Planning, design, and construction of an acclimation facility or facilities (likely in the lower Yakima R.); 2) Reprogramming existing JDM production to address in-kind, in-place issues; and 3) Phase I development of a proposal to re-establish a summer run component to the Deschutes fall Chinook population. Other fish propagation or research proposals related to Columbia River aquatic species may be proposed during the course of the contract, depending on available funds, and development of such proposals shall be considered within the scope of services. The JDR project carries an annual budget for project administration through 2017. The CRITFC JDR project is in need of A&E services to coordinate multiple feasibility studies representing several concurrent and interrelated projects being undertaken by tribal and non-tribal agencies. Concurrent projects are components of the existing federal John Day/The Dalles Mitigation program (JDDM), and they relate directly to tribal fishery management activities associated with the mitigation program, including the Accords JDR project. These projects involve designing and building infrastructure, developing/reprogramming fish propagation management strategies and related activities. These activities will require significant oversight and coordination on the part of the contracted firm. As such, it is important for CRITFC to establish timely coordination with feasibility studies currently undertaken by the U.S. Army Corps of Engineers and the Yakama Nation in order to ensure efficient planning of John Day Mitigation program elements. Please provide the following information in support of your quotation submittal: A) Provide a brief history and description of your firm. The description should include the size (number of employees) of your firm. Based on our organization, indicate how many clients of similar size and scope your company works with along with areas of specialization and other relevant information. B) Provide the names and experience of each individual who would be assigned to work on the CRITFC account. Include experience working with tribal accounts if applicable. C) Provide names and contact information for at least three references of similar size and scope. D) Results from two concurrent feasibility studies will be evaluated by the selected contractor. The contractor will analyze the preferred alternative(s) from these reports and consult with tribal fishery representatives and staff in coordinating implementation of the preferred alternative(s) with the tribal JDR project objectives described above. The selected contractor will also initiate a separate feasibility study addressing infrastructure upgrades at the Warm Springs NFH, as part of Phase I of a restoration plan to rebuild the summer run component to the Deschutes River fall Chinook population. Please describe your approach to developing the following contract objectives. Please include a cost estimate for writing, coordination, travel, and other activities. CRITFC and its member tribes (Confederated Tribes of the Warm Springs Indian reservation of Oregon, Confederated Tribes of the Umatilla Indian reservation, Nez Perce Tribe, and the Yakama Nation) will review and modify the proposal as needed. USACE and YN Feasibility Studies: Mid-Columbia region (Hanford Reach and Yakima R. sub-basin) •· Status assessment and overview of concurrent feasibility studies being carried out in the lower Yakima River and at Ringold Springs Rearing Facility. •· Logistical coordination with the firms carrying out the feasibility studies (Tetra-Tech/Inca and McMillan Engineering). Attending meetings, conference calls, and other status reviews as necessary to compile and disseminate information generated by the feasibility studies to all affected parties (co-managers). •· Coordinate evaluation of the preferred alternatives derived from the two feasibility studies with tribal fishery representatives and assist the tribes in developing design/build plans for a fish propagation facility (i.e., smolt acclimation facility) in support of JDR/JDM objectives. This will include assisting the tribes in development of required capital construction documentation (ex: Master Plans, 3-Step Review, etc.) as needed. WSNFH Feasibility Study : Mid-Columbia region (Deschutes River sub-basin) •· Develop planning processes in support of Phase I of a CTWSRO proposal to re-establish a summer-run component to the Deschutes fall Chinook population. This may include working with the Warm Springs tribal fishery staff in developing a program size suitable to management objectives. •· Initiate a feasibility study at the Warm Springs NFH (WSNFH). The study would identify infrastructure upgrades needed at the WSNFH in support of the development of a fall Chinook summer run component program. Ultimate program goals are to rebuild the summer run component to the Deschutes River fall Chinook population and to restore tribal fishery harvest opportunities in the Deschutes River basin. Additional Project Elements, Equal in Priority: The contract shall allow for developing related proposal components during the contract period in collaboration with CRITFC and tribal staff. Submissions will be reviewed during the week of February 6, 2012, with final selection scheduled for February 10, 2012, depending on the responses received. The selection of the vendor does not preclude modifications to a final agreement. Quotations will be evaluated on a qualitative basis. This includes a review of the completeness of the firm's response to the RFQ, timeliness of the response, costs associated with the proposal, interviews with personnel assigned to our organization, and the results of discussions with other clients. Evaluation criteria will include, but is not limited to the following, to ensure the needs of CRITFC and its member tribes are met: 1. Completeness of the proposal, as well as an understanding of the Columbia River basin and related fishery management, particularly with respect to Chinook salmon. 2.
