- The U.S. Environmental Protection Agency (EPA), Office of Research and Development (ORD), National Risk Management Research Laboratory (NRMRL), Water Supply and Resources Division (WSWRD), intends to negotiate on a sole source basis, under the authority of FAR Part 6.302-1, with Engineering Conferences International (ECI) to cosponsor a conference for 50 years of watershed modeling. EPA has identified ECI as the only contractor capable to meet the requirements of this procurement. The EPA's Water Supply Water Research Division (WSWRD) at 26 W. Martin Luther King Dr. in Cincinnati, OH facility is cosponsoring to transfer technology at an international level on urban runoff modeling for the improvement of storm water management. The conference will take place at the National Center for Atmospheric Research, Boulder, CO September 24-27, 2012. ECI will survey the landscape of existing urban runoff models and based on sound scientific principles and data develop direction for integrated intelligent modeling to improve storm water management with the support from many organizations attending the conference including the EPA. This procurement will be accomplished under FAR 13.501(a)(ii) Sole Source. Interested firms may identify their interest and capability to respond to the requirements. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE QUOTATIONS. A determination by the Government not to compete this acquisition based upon responses to this notice is solely within the discretion of the Government.
