- The Army Contracting Command New Jersey at Fort Dix, NJ intends to issue a Request for Proposal (RFP) for the procurement of Army Knowledge Online Enterprise Services (AKO-ES) in support of Product Director AKO located at Fort Belvoir, VA. AKO Enterprises Services (AKO-ES) provides web-based enterprise information services to over 2.5 million Army, Joint, and DoD customers to include retirees and family members in every country where the DoD has a presence on a twenty-four (24) hour, seven (7) days a week, 365 days a year (24x7x365) basis. Enterprise services are provided to these customers on both classified and unclassified networks and include portal, email, instant messaging, directory, discovery, and single sign-on (SSO). AKO-ES provides the Army with a single entry point for access to the Internet and the sharing of knowledge and information, making AKO-ES the Armys only enterprise collaboration tool operating throughout the Department of the Army (DA) worldwide. This acquisition will provide Operations and Maintenance (O&M), Portal and Application Modifications (P&AMs), Help Desk Support, and Enhancement services for the AKO-ES system. The North American Industry Classification System (NAICS) code for these information technology services requirements is 541519. The solicitation number assigned is W15QKN-12-R-H006. This acquisition will be conducted by competitive negotiation pursuant to FAR Part 15 utilizing best value procedures. The proposed acquisition will be conducted based upon full and open competition. A three year Indefinite Delivery Indefinite Quantity (IDIQ) Firm Fixed Price (FFP)/Cost Plus Fixed Fee (CPFF) contract is anticipated. Operations and Maintenance, Portal and Application Modifications, and Help Desk Support will be acquired on a FFP basis (See Draft Section B). Enhancements will be acquired on a FFP or CPFF basis. Additional information regarding industry day and site visit will be provided as it becomes available. Feedback from industry is encouraged regarding these documents.
