Description
Limited Source Justification (redacted version) Pursuant to FAR part 8.405-6(a)(1)(i)(C), in the interest of economy and efficiency, this procurement is a logical follow-on to an original Federal Supply Schedule order that was placed in accordance with applicable Federal Supply Schedule ordering procedures. The SEC has a requirement to place a logical follow on to an original Federal Supply Schedule order in the interest of economy and efficiency. The action is for continued technical support for the Office of Financial Management's (OFM) Budget and Program Performance Analysis System (BPPAS) which is an SEC-specific financial subsystem built on the Performance Cost Management (PCM) software suite licensed from Business Objects SAP. BPPAS contains two complex financial subsystems supporting the agency's Budget Formulation and Execution and Activity-Based Costing (ABC) programs. The technical support also includes help desk and technical services support for the Budget Formulation and Execution Subsystem as well as additional detailed system documentation and transition services. The order for PCM technical support, system documentation, and for BFE help desk and technical services support is for a six (6) month period from January 1, 2012 to June 30, 2012 with an option for an additional three (3) month period from July 1 to September 30, 2012. The incumbent BPPAS contractor, Delta Solutions, currently holds a GSA schedule contract (GS-35F-5362H) during the period of May 13, 2008 to May 12, 2013.
