- This notice does NOT constitute a request for proposal, request for quote, or invitation for bid. The intent of this pre-solicitation synopsis is to notify potential offerors of the upcoming solicitation for Maintenance & Repair of Railroad Trackage. The work includes, but is not limited to, providing maintenance, repair, alteration, demolition, and minor construction for the railroad trackage and facilities at Marine Corps Base Camp Lejeune, the main line extending from Camp Lejeune to the Havelock wye, and the rail and switches through the long ties on the New Bern to Morehead City rail line servicing MCAS Cherry Point. The proposed contract listed here is 100 percent small business set-aside. The Government will only accept offers from small business concerns. The Government intends to use Streamlined Procedures for Evaluation and Solicitation for Commercial Items. The solicitation utilizes source selection procedures which require offerors to submit a technical proposal and a price (or cost) proposal for evaluation by the Government. The North American Industry Classification System (NAICS) Code for this requirement is 488210 with a size standard of $7,000,000.00. The contract term will be a base period of one year plus two 1-year options. If the Government does not award a follow-on contract in time, the Government may require the contractor to continue performance for an additional period up to six (6) months under the Option to Extend Services clause. The Government will not synopsize the options when exercised. This contract will replace a contract for similar services awarded 1 October 2006. This requirement was previously satisfied with a combination Firm Fixed Price (FFP) and Indefinite Delivery, Indefinite Quantity (IDIQ) contract. The contract period was for a base year and four option years. The FFP portion of the contract was valued at approximately $186,000 per year, and the IDIQ portion of the contract was valued at approximately $296,000 per year. This contract utilized Performance Based Work Statement. RFP N40085-11-R-8016 was solicited as HUBZone set-aside. No offers were received from HUBZone firms at closing. Due to a compelling need for the continuation of these services, the Contracting Officer approved award of a six-month interim contract to the incumbent and cancelled RFP N40085-11-R-8016. Based on the lack of offers received and the historical success of award and performance under the Small Business set-aside, it is determined appropriate to re-solicit this requirement as a 100% Small Business set-aside. The requirement is being re-procured because the existing contract is expiring 31 March 2012. The incumbent contractor is T&C Clearning and Railroad, Inc. Offerors can view and/or download the solicitation, and any attachments, at www.neco.navy.mil when it becomes available. This solicitation is available in electronic format only. Most documents will be in the Adobe Acrobat PDF file format via the internet. The free Acrobat Reader, required to view the PDF files, can be downloaded from the Adobe website. Contractors are encouraged to register for the solicitation when downloading from the Navy Electronic Commerce Online (NECO) website.
