Description
Notice of Intent to Sole Source The US Environmental Protection Agency (EPA), Office of Air and Radiation, Office of Transportation and Air Quality, Advanced Technology Division, National Vehicle and Fuel Emissions Laboratory (NVFEL), Cincinnati Procurement Operations Division (CPOD), intends to negotiate on a Sole Source basis, under the authority of FAR 13.106-1(b) (1) with FEV, Inc. for the purposes of placing a contract for the advanced engine testing support. The applicable NAICS code is 541330. As part of the Advanced Automotive Technology Program, EPA is researching and testing hybrid vehicle and engine technologies to examine their fuel economy and emission reduction potential. In particular NVFEL is investigating hydraulic hybrid vehicles and clean combustion engines. It is the responsibility of the EPA to evaluate non-electric hybrid vehicle designs; and in order to power these vehicles, unique engines need to be developed. This work builds on previous testing and research, continuing the evaluation of advanced technology engines and components. The goal of this work is to provide advanced engine testing support. As part of its research efforts, EPA modifies and tests existing advanced technology engines and vehicles. The agency needs support in preparing the engines and vehicles for testing, gathering data needed to design the test plans, and in conducting some of the tests. This testing supports transportation regulation development under very aggressive timelines. This effort will allow for the completion of work done with FEV, Inc. Work is to consist of the following:Task 1 ? Catalyst AgingTask 2 ? Eco-boost Engine and Focus Vehicle Test PreparationTask 3 ? GT/Power Engine MappingTask 4 ? Direct Crankshaft Free Piston Engine This notice is not a request for competitive proposals. However, any firm believing it capable of meeting EPA's requirement may submit technical documentation to establish the potential of complying with the specifications. Such documentation must be submitted to the point of contact within 15 days of the posting of this notice. A determination not to compete the proposed requirement based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered only for the purpose of determining whether to conduct a competitive procurement or to proceed on a sole source basis.
