- THIS IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. This is a notice of intent to award a sole source set forth in Federal Acquisition Regulation (FAR) Part 6.302-1(a)(2)(ii)(B), a follow-on contract for the continued production of a highly-specialized equipment, when it is likely that award to any other source would result in unacceptable delays in fulfilling the agency's requirements. On behalf of the Veterans Health Administration (VHA), U.S Army PEO STRI Assistant Project Manager (APM) Medical Simulation (MedSim) requires the purchase of eight Clinical Breast Examination (CBE) Simulators, for the existing VHA medical facilities. The CBE Simulators will be used to train VHA healthcare providers on proper palpation techniques for breast examinations. The System includes (a) high fidelity breast models with the realistic touch and feel needed to train palpation of the breast; (b) pressure and pattern detection during palpation with real time and post examination feedback on pressure and palpation techniques; and (c) modular, self-paced instructional modules on how to detect breast abnormalities as small as 3mm in diameter. Instruction will include operator training on how to use all system capabilities and how to properly maintain the system equipment. The Contractor must deliver all eight CBE Simulators no later than 10 February 2012. The APM MedSim intends to make an award to MammaCare Coroporation, 930 NW 8th Ave., Gainsville, FL 32601-5071. All responsible sources may submit a capability statement, proposal, or quotation which shall be considered by the agency. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received is considered solely for the purpose of determining whether to conduct a competitive procurement.
