Description
PRESOLICITATION NOTICE: The Department of Health and Human Services, Program Support Center, Division of Acquisition Management intends to issue a Request for Proposal (RFP) for an Indefinite Delivery/Indefinite Quantity (IDIQ) Contract on behalf of Federal Occupational Health (FOH) for an Online Respirator Medical Questionnaire and Evaluation Clearance Tool. This is a Pre-solicitation notice and not a Request for Proposals (RFP), thus no proposals are currently being requested and should be submitted at this time. The IDIQ will have a twelve (12) month base period with the potential for four (4), twelve (12) month option periods. Task orders placed against the contract will be firm-fixed price. No proposals are requested at this time, this is a Pre-solicitation notice only, the solicitation requirements and contract documents to include instructions to offerors and the response date for proposals will be available with the Request for Proposal. The RFP is anticipated to be available electronically on the Federal Business Opportunities website on or around January 13, 2012. Description: The U.S. Department of Health and Human Services (HHS), Program Support Center (PSC), Federal Occupational Health Service (FOH), provides occupational health services to other Federal agencies. One of these services is the provision of medical evaluations to clear Federal employees to wear respirators. The purpose of this contract is to acquire a severable, non-commercial acquisition that provides a web-based respirator medical questionnaire and clearance program tool which can be utilized in over 600 diverse locations in the United States, its territories, commonwealths and at pre-clearance stations located outside the United States. A web-based medical clearance program will provide a rapid cost-effective method to perform the respiratory medical clearance, and a method to medically evaluate these geographically diverse Federal employees with minimal effort and maximum coverage. Shall be in compliance with the OSHA Respiratory Protection Standard, 29 CFR 1910.134(c)(1)(ii), "Medical evaluations of employees required to use respirators. Employers shall provide respirators, when necessary, which are applicable and suitable for the purpose intended." The respirator medical questionnaire and evaluation clearance tool is designed to identify general medical conditions that place employees who use respirators at risk of serious medical consequences. In any workplace where respirators are necessary to protect the health of the employee or whenever respirators are required by the employer, the employer shall establish and implement a written respiratory protection program with worksite-specific procedures. In accordance with the OSHA's Respiratory Protection Standard, cited above, Federal agencies must comply with this requirement to medically evaluate employees before they use a respirator to ensure that they are physically capable of using a respirator without adverse medical effects. 17. Place of Performance: The web-based Respirator Medical Questionnaire and Evaluation Clearance Tool will be provided via website. The contractor will not require any Government space. 18.
