Description
NOTICE III: The purpose of this modification to the Presolicitation notice is to update the approximate release date of the Final RFP for VA RTLS. The release of the Final RFP, which will be on or before January 31, 2012. Participation in the site visits for VA Veteran Integrated Service Network (VISN) 23 is no longer required, but encouraged for each contractor who will be submitting a VA RTLS proposal. The final schedule for the VISN 23 site visits will be provided in the final RFP. All other information provided in this notice and the published draft RFP remains unchanged. The Department of Veterans Affairs (VA) Technology Acquisition Center (TAC) anticipates issuance of a Draft Request for Proposal (RFP) VA118A-12-RP-00118 for Real Time Location Systems (RTLS). In support of VA Transformation Initiative Health Care Efficiency, the RTLS solution shall support the objectives of focused clinical and administrative process efficiency and total asset visibility. The mission of the RTLS Program is to provide multiple technologies to include Wi-Fi based location finding, active and passive Radio Frequency Identification (RFID), and a number of other location technologies, such as ultrasound and infrared when a Wi-Fi based solution is not feasible. These technologies will be used to track the location and flow of assets and people, as well as monitoring factors, such as temperature. These capabilities can result in the design of more optimal processes to improve the efficiency and effectiveness of patient care, reductions in staff hours spent searching for equipment, and the ability to maintain more accurate less expensive inventory levels within VA. The purpose of the RTLS solution is to improve the efficiency of targeted business processes in its hospitals, clinics, offices and cemeteries to support the missions of Veterans Health Administration (VHA) and other VA entities. The designated North American Industry Classification Systems (NAICS) code for this acquisition is 334119, Other Computer Peripheral Equipment with a business size standard of 1-1000 employees. TAC VA is contemplating award of an indefinite-delivery, indefinite-quantity (IDIQ) firm-fixed price contract in accordance with FAR Part 15, Contracting by Negotiation. TAC VA anticipates that the acquisition will result in one award. The release date of the Draft RFP, which will be posted to the Federal Business Opportunities (FBO) website, will be on or before December 16, 2011. Participation in the site visits for VA Veteran Integrated Service Network (VISN) 23 is encouraged for each contractor who will be submitting a VA RTLS proposal. The site visits will be conducted during the solicitation phase. Locations included in the site visits are the following: Iowa City, IA; Omaha, NE; Lincoln, NE; Grand Island, NE; Minneapolis, MN; Des Moines, IA; Fargo, ND; Sioux Falls, SD. The schedule will be provided in the final solicitation. Vendors shall submit questions, comments and recommendations on the RFP to Robert Spierto via email at Robert.Spierto@va.gov.
