- Questions addressing the changed areas; page 18 section 1.2.4, page 28 section 3.1.1 and page 95 CDRL A005 will be accepted until 12/2/2012 at 3 pm EST. Questions received with response: 1. Q. The schedule was briefed as 30 days from RFP release to proposal submission. Would the government consider providing the anticipated 30 days from RFP release to proposal submission? Particularly with the upcoming holiday, nine working days and fourteen calendar days provides limited time to provide a detailed proposal. A. There was no briefing of 30 days from release. The only referral to 30 days was regarding the mobilization period. Proposals remain due on 1/11/12 at 3:00 pm EST. 2. Q. The SOW 1.2.1 states that all personnel are considered Key and resumes must be presented at beginning of mobilization. Answers to Pre-Solicitation Questions and Answers Question 29 states Resumes, pricing, reps and certs are excluded from the page limit. RFP Page 163 implements EO #13495 Nondisplacement of Qualified Workers under SCA. With invoking EO#13495, the incumbent personnel will be given the right of first refusal, therefore submission of resumes with the proposal invokes a significant advantage for the incumbent. Are resumes for Key Personel required to be submitted with proposal or at the start of mobilization? A. Resumes are due at the beginning of the Mobilization period as 3. Is there a deadline for submission of questions on the final RFP? 3. Q. Is there a deadline for submission of questions on the final RFP? A. The pre-solicitation notice with a draft SOW was posted on FedBizOPs 12/1/11. The notice also stated that questions would not be addressed at the pre-solicitation conference and must be submitted in writing (e-mail) by 12/16 at 4:00 pm. This allowed 15 days for submission of questions. Three minor changes were made in the final release and no further technical questions are entertained unless specifically addressing one of these changed areas. The changed areas as indicated in the solicitation are: page 18 section 1.2.4, page 28 section 3.1.1 and page 95 CDRL A005. Therefore, no further questions will be accepted after 1500 (EST) 1/2/2012.
