Description
This is a noncompetitive Firm-Fixed-Priced service contract to Speweik Preservation Consultants, Inc to provide all personnel, equipment, tools, and materials necessary to perform the following functions in accordance with the Performance Work Statement. a.Drill Resistance (SINT DRMS): Use Resistograph technology to determine the extent of the deterioration of stone, mortar, brick or concrete. Establish user determined parameters for rate of advance and rate of rotation, and apply force measured for the 3mm drill bit to advance to a preset depth. Identify variations in resistance by the onboard sensors and the graphed data to determine indirect compressive strength (50 to 50,000 psi), depth of deterioration or exfoliation, and location of voids. b. 60x Field Microscope/ 360 degree Boroscope: Where access is available, use flexible and fixed barrel boroscopes with integral lights and 360 degree rotating heads to look beyond the surface. c.Impact Echo (Stress Wave): Use impact echo non-destructive testing equipment to evaluate masonry materials. The test method will be used to determine the quality and soundness of masonry units such as stone and brick, detect voids or decay; determine the thickness of sections; detect debonding or delaminating; and determine the depth of cracks or other flaws. d.Ground Penetrating Radar (GPR): Employ a number of GPR units and antenna to detect the thickness of masonry materials, subsurface anomalies, and changes in the density of stone and other masonry units. Radar signals of varying frequencies are imparted to the material and the reflected wave form evaluated. e.Ultrasonics: Apply non-destructive investigation technology using an acoustic pulse to analyze the integrity of materials. The technique is used to detect voids, delaminating, and imperfections in masonry components. f.Report: Prepare report of the findings of the field investigations, providing data and recommendations regarding additional investigations if needed, and recommendations for the re-use and treatment of the stone and metal components. This contract is expected to be awarded on or about 15 January 2012 and end on or about 4 June 2012. The NAICS code for this requirement is 541380 and the size standard is $12,000,000.00. US Army Corps of Engineers intends to issue an award to Speweik Preservation Consultants, Inc for a sole-source requirement to provide for Masonry Testing Services at Arlington National Cemetery. SINT DRMS technology was developed in Europe for use on the Leaning Tower of Pisa and The Cathedral of Florence. Internet search as well current knowledge of historic preservation technology did not identify any other source in the United States that possesses the ability to provide the required service using SINT DRMS technology. No solicitation package will be issued. This notice of intent is not a request for competitive quotations; however, interested persons may identify their interest and capability to respond to this requirement. The Government will consider responses received by 2:00 p.m. (PST) on January 10, 2012. Inquiries will only be accepted via email to jason.g.herrera@usace.army.mil. No telephone requests will be honored. A determination by the Government not to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement in the future.
