CONTACT INFORMATION IS ALSO IN THE BODY OF THIS SOLICITATION************* NASA/MSFC has a requirement for Two(2) Separation Membranes. NASA/MSFC intends to purchase this service from Membrane Technology and Research (MTR) ona sole source basis. Competition is impractical for the following reasons: 1. These membranes are the only known commercially available membranes with highselectivity's for carbon dioxide and hydrogen and capable of handling streams containingcarbon monoxide, water, hydrogen, carbon dioxide, methane and other hydrocarbons withoutloss of performance.2. The Polaris and Proteus membranes were developed for the purpose of handlingindustrial flue-like gas streams and have been proven in the field which dramaticallyreduces project risk.3. These membranes will require no additional development effort, thus allowing theproject to meet schedule.The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform theeffort in writing to Denece A. Norris(ARCS) by email, denece.a.norris@nasas.gov or fax(256)544-5028 no later than 4:30 p.m. CST on January 3,2012. Suchcapabilities/qualifications will be evaluated solely for the purpose of determiningwhether or not to conduct this procurement on a competitive basis. A determination by theGovernment not to compete this proposed effort on a full and open competition basis,based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency.
