Description
The Mission and Installation Contracting Command Mission Contracting Office - Fort Knox is conducting market research for the following requirement: Electronic text book development (e-books) for US Army Cadet Command (USACC) instruction of Military Science in support of the Senior Reserve Officer Training Corps (ROTC) Curriculum. The period of performance is 1 May 2012 through 30 April 2013. LOCATION: The e-books will be created and developed at Fort Knox KY, approximately thirty (30) miles south of Louisville, Kentucky. HISTORICAL DATA: None. HOURS OF OPERATIONS: The contractor shall be available to provide support services for the contract. The contractor shall be allowed access to government facilities during normal business hours (0800-1700) local time Fort Knox time, Monday through Friday, excluding federal government holidays. Service includes, but is not limited to: E-book Development: The contractor shall develop electronic textbooks in support of the Curriculum Development Division (CDD) Reserve Officers Training Corps (ROTC) as a pre-commissioning requirement for cadets. The e-books shall be developed for Level 1 - 4 Military Science cadets for the USACC Curriculum. (The government will provide the contractor with Training Support Packages, including Lesson Plans required to develop the E-books). The contractor shall additionally perform the following: Resolve functional performance issues, but not doctrine, policy, procedure, or regulation issues. Develop e-books that shall be compatible with Windows, Apple, and UNIX based operating systems. Develop e-books that shall be compatible with Kindle, Nook, and Sony e-readers. Develop e-books that shall be readable on IPhone, IPad, Droid, and Blackberry devices. Conduct quarterly In Progress Reviews (IPRs) with the Division Chief of CDD or their designee. Development of a single textbook for each Military Science Level (1 - 4). Contractor shall possess fluency in multiple editing styles. Contractor shall possess fluency in Adobe Creative Suite of software. This synopsis is not a request for proposal. It is a market research tool being used to determine procurement strategy. Appropriate procurement strategy will be determined after consideration of industry response to this sources sought synopsis. The government is not obligated to, and will not, pay for any information received from potential sources as a result of this synopsis. NOTE: For any acquisition set-aside for small business, Federal Acquisition Regulation (FAR) 52.219-14, Limitations on Subcontracting, will apply and will require the prime contractor to self-perform at least 50 percent of the labor with its own employees. Prime contractors cannot subcontract the entire effort. Again, this applies only to small business set-asides. Responses to this announcement must be received no later than 2:00 P.M. on Monday, January 9, 2012. Response should be emailed to james.hurt.civ@mail.mil no faxes will be accepted. Responses shall include the following: 1. Company name and address; 2. A statement of interest that meets all the requirements listed above; 3. A synopsis of the contractor's capabilities; 4. Company size: small or large, HUB Zone, 8(a), SDB, Woman-owned, Service disabled veteran-owned; 5. Statement confirming the requirements of FAR 52.219-14 will be met should this acquisition be set-aside for small business (if applicable); 6.
