Description
HRSA EHBs Architecture HRSA EHBs External Interfaces This is a Small Business Sources Sought notice. This is NOT a solicitation for proposals, proposal abstracts, or quotations. The purpose of this notice is to obtain information regarding: (1) the availability and capability of qualified small business sources; (2) whether they are small businesses; HUBZone small businesses; service-disabled, veteran-owned small businesses; 8(a) small businesses; veteran-owned small businesses; woman-owned small businesses; or small disadvantaged businesses; and (3) their size classification relative to the North American Industry Classification System (NAICS) code for the proposed acquisition. Your responses to the information requested will assist the Government in determining the appropriate acquisition method, including whether a set-aside is possible. An organization that is not considered a small business under the applicable NAICS code should not submit a response to this notice. HISTORY: On May 30, 2007, a similar requirement was advertised on FedBizOPps as a Total Small Business Set Aside. The contract, a base year with four (4) option years, was awarded to a small business. The contract is currently in the last 12-month option year. BACKGROUND: The Electronic Handbooks (EHBs) is a mission-important system designed to ensure that grant projects are managed efficiently and in compliance with mandated Agency-wide and Federal policies, procedures and legislation. The system supports planning, application submission (Grants.gov Integration), application review, independent review, selection, awards, post award and closeout phases. HRSA EHBs standardize and streamline the aforementioned program and grants management phases using more than 80 discrete role-based handbooks. Each EHB features a self-documented and self-tutoring, Section 508-compliant user interface with workflow tasks, messaging and advanced search capabilities. The EHBs include two (2) bureau- specific extensions for the Bureau of Primary Health Care and the Bureau of Health Professions. It also includes several performance reporting systems for HIV/AIDS Bureau, Maternal and Child Health Bureau, and the Office of Rural Health. HRSA EHBs also include more than 200 summary and advanced crosscut reports with capabilities to filter, group, sort, and export the data to Excel. The reports aid various functions such as answering inquiries, giving access to system data, increasing accountability, transparency, and agency planning. The system support more than 30,000 external users; 1,500 internal users; and 12,000 reviewers. The system has 250+ active grant programs and has a throughput of 25,000 award transactions/year. The system receives 45,000 post award submissions on an annual basis. The servers handle 2,000 concurrent users. The current level of effort is 150+ employees. This single-vendor Indefinite-Delivery-Indefinite-Quantity (IDIQ) requirement will provide a contracting mechanism to continue development, maintenance, and enhancements to EHB under NAICS 541519 within Health Resources and Services Administration (HRSA). REQUIREMENTS: The Contractor must respond to all the following by demonstrating your experience and ability to provide: 1. Transition Ability to transition from incumbent to a new contractor within two months from the contract award date. 2. Enterprise Project Life Cycle (EPLC) and CMMI L3 compliance Observe, comply and operate in accordance with the framework of Enterprise Project Life Cycle (EPLC) policies, procedures, and processes. This includes providing high quality deliverables using HRSA approved templates and supporting gate and project reviews. Ensure that all of its processes are compliant with the CMMI L3 model. Provide written proof of CMMI Level III Certification 3. Documentation Document business requirements. 4. Support for Capital Planning and Investment Control (CPIC) Reporting Provide monthly data to support the Capital Planning and Investment Control (CPIC) reports that must be submitted to comply with the HHS and OMB policies and procedures. Support in planning for the CPIC processes. 5. Earned Value Management (EVM) Reporting Prepare and submit a monthly Earned Value Management (EVM) report in accordance with the monthly status report formatted by the Contracting Officer Representative. Track and report costs at the sub-task level using an ANSI/EIA 748 compliant EVMS. 6. Business Process Design and Re-engineering Support in designing complex business processes in various grants and program management domains spanning multiple Offices and Bureaus. Support in re-engineering existing business processes and help analyze the impact on existing systems and procedures. 7. Systems Development using.NET, VB/COM, SQL Server 2005/2008/2010 Provide development, modernization and enhancement (DME) services using various legacy and existing Microsoft Technologies including, but not limited to, ASP/VB/COM+,.NET, SQL Server 2005/2008/2010. Provide solutions in parallel across multiple tasks and shall use proven software and hardware configuration management practices. There are approximately 4.5M lines of code. 8. Change Management Support in planning and executing various change management practices to support a variety of system implementation scenarios that affect thousands of internal and external users. 9. Computer-Based Training (CBT) Develop self-paced training resources to ensure that both internal and external users can get trained on using all the modules within the enterprise EHBs and the Bureau extensions. Maintain the CBT to reflect any changes in system features and capabilities. 10. Instructor-Led Training Develop and deliver instructor- led training to train internal users on using all the modules within the enterprise EHBs and the Bureau extensions. Develop training plans and strategies that are appropriate for this medium. The training materials will be posted and maintained in an approved repository. 11. Presentation of Changes to Grantees Present changes of the system modules to the grantees via web casts and in person at the all grantee meetings. 12. Production Support Provide support to manage and process data in multiple databases. Support fiscal year reconciliation and handling exceptions to business processes. 13. Ad Hoc Reporting Provide support for ad hoc data sets that are required for special reporting, analyses, or one-of-a kind, quick-response type calls for data and reports. Make this process repeatable and propose, and finalized in agreement with HRSA, Service Level Agreements (SLAs) that reflect quality and responsiveness. 14. Onsite Support Provide onsite support to ensure that the power users (users with advanced privileges and knowledge of the system modules to support their respective offices) in various offices and bureaus continue to get timely information and help in supporting all end users. Conduct brown bag sessions and use other means for effective communication and outreach. 15. Tier 2/3 Support Provide Tier 2 and Tier 3 support for resolving all system issues. The Tier 1 is either the Contact Center responding to calls from end users, various Government point of contacts (POCs) or the system developers of integrated systems. 16. System Monitoring Support monitoring of all web servers, system applications and database servers from the point any request hits a given box. Work closely with the system administration team to ensure system reliability, availability and responsiveness. There are a total of 20 servers in the EHBs virtualized infrastructure - 11 web servers, 2 reporting servers, 2 database servers, and 5 other servers hosting integration, single sign-on, documents, and services. 17. Domain Expertise in Grants Management Provide grants and program management domain expertise. This expertise shall include knowledge of HHS and grants management practices and using this knowledge when proposing solutions to various tasks. 18. Data Analysis Provide support to address complex data analysis needs where data from the systems needs to be analyzed to address mission important questions and scenarios. Use analytical tools such as SQL Server Analysis Services or SAS for addressing such questions. 19. Reports Development using.NET, SQL Server Reporting Services Use a shared reporting platform for development and delivery of all reports. Maintain customized security and access control layer over the report server. Use customized Dynamic Link Libraries (DLLs) for extending reporting services out-of-the-box capabilities to address reporting needs that cannot be supported with native capabilities. The system has approximately 210 multi-purpose standard reports developed for a variety of roles and use cases. 20. Code Sharing and Reuse Reuse code and share code to the fullest extent possible to reduce the total cost and increase the quality and performance of all solutions. Develop and maintain existing shared code library (.NET platform) and address parallel development requirements from multiple solutions. There are approximately 200K Lines of Code in the shared platform with approximately 35 components. The languages used are C#, Javascript / Jquery, XML, CSS and T-SQL. 21. Systems Integration using Web Services Develop and maintain web service based interfaces to share data between multiple solutions. The interfaces will exchange data using XML data structures and provide security and access control capabilities. Currently, the system has 80 XML schemas. 22. Integration with various systems Maintain and enhance interfaces with the systems listed in Attachment 1. 23. Section 508 Compliance Ensure that all system development and maintenance capabilities are compliant with the Section 508 requirements. This also includes all documentation and related deliverables for training and presentations. 24. Dashboards and Performance Management/Measurement. Support in developing business process metrics to help improve business performance and develop user friendly and high impact dashboards that drive transparency and mission performance. The dashboards will allow drill down capability to support the organization. Support various program performance and progress reports and help in roll-up reporting for internal and external use. 25. Build Creation and Deployment using Installshield Maintain system build installs in development and production environments that use Installshield toolset. The installs must automate and reduce errors attributed to installation of builds and maintain integrity between web and database solutions. There are approximately 35 installs. 26. Integration of Third Party Components - ZP4, Telerik Controls, Symantec Virus Scan Engine, Softartisans OfficeWriter, Confluence, SharePoint, and ASPOSE.NET Library Use third party libraries to provide address standardization, user controls, virus scanning, exports to Microsoft Word and Excel and related functions. Develop and sustain existing libraries and their integration within existing solutions. Maintain all system help and knowledge base in confluence wiki and integrate that with the systems. Support collaboration and configuration of SharePoint for use within the project. The third party components shall include the following: ZP4, Telerik Controls, Symantec Virus Scan Engine, Softartisans OfficeWriter, Confluence, SharePoint, and ASPOSE.NET Library. 27. Integration of Two-Factor Authentication Services Develop and support two-factor authentication based on Federal systems security directives such as HSPD-12 and NIST 800-63 special publication recommendations. Maintain Active Directory (AD) interfaces and simultaneously support AD and database authentication strategies. The system shall continue to provide single-sign on and access control services to more than 20 different system modules. Responders should also include a statement about whether or not they have an approved Federal audited accounting system. If the responder has an approved accounting system, please provide the certification in which the accounting system was deemed adequate (e.g. the name of the audit agency and audit number). You may submit as an attachment. Interested parties that have the capabilities to perform the stated requirements may email their capability statements to Mr. David Trejo at dtrejo@hrsa.gov within 10 calendar days of this notice. CAPABILITY STATEMENTS MUST DEMONSTRATE THE MINIMUM REQUIREMENTS OUTLINED ABOVE. Responses shall be limited to 30 pages. NO QUESTIONS WILL BE ENTERTAINED AT THIS TIME.
