Contracting Office Address Department of Health and Human Services, National Institutes of Health, National Cancer Institute, Office of Acquisitions, 6120 Executive Blvd. EPS Room 6074, Rockville, MD, 20852, UNITED STATES Description The National Cancer Institute (NCI), Division of Cancer Epidemiology and Genetics (DCEG), plans to procure on a sole source basis services from Dr. Sheila Zahm, 5600 Lone Oak Drive, Bethesda, MD 20814 to coordinate strategies for scientific resource integration in epidemiology and genetics. This acquisition will be processed under FAR Part 12 - Acquisition for Commercial Items and will be made pursuant to the authority in FAR 13.106-1(b)(2) and 13.501-(a)(1) using simplified acquisition procedures for commercial acquisitions. The North American Industry Classification System code is 541990 and the business size standard is $7.0 Million. Only one award will be made as a result of this solicitation. This will be awarded as a firm fixed price type contract. It has been determined there are no opportunities to acquire green products or services for this procurement. Period of Performance shall be for twelve (12) months from date of award with one (1) twelve (12) month option period. The Division of Cancer Epidemiology and Genetics (DCEG) is an intramural research program of the National Cancer Institute (NCI), National Institutes of Health (NIH) that conducts population and multidisciplinary research to discover the genetic and environmental determinants of cancer and new approaches to cancer prevention. Through its programs in cancer epidemiology, genetics, statistics, and related areas, the Division conducts high-quality, high-impact research, responds to public health concerns identified by the Institute, Congress, and national agencies, and develops resources and trains the next generation of scientists in cancer epidemiology and genetics. The Division has an urgent need for support concerning scientific optimal coordination and integration of the numerous ongoing scientific initiatives that depend on an infrastructure which includes dozens of distinct laboratories, clinics, survey research contracts, computer support contracts and dozens of multi-institution consortia. It is critically important to use this complex research infrastructure effectively so that the Division responds quickly to priorities identified by the NCI and NIH leadership, as well as in the training program for junior scientific staff. Finally, the Division needs support for the coordination of communication activities. The Contractor shall provide support concerning strategies for scientific resource integration that is critical to the success of Division programs of research into genetic and environmental factors related to cancer etiology. In particular, the Contractor shall analyze areas of high-throughput genomic technologies, high-volume biospecimens preparation and staging, rapidly developing methods of metabolite profiling, broad-platform viral/bacterial searches, emerging small-volume hormonal assays, internet-based population surveys, geographic information system (GIS) technologies, and new statistical methods for high-density datasets; develop a plan for oversight of the laboratories with interlocking work-flows; identify priorities and scientific approaches, particularly for topics of high priority to the NCI, NIH, or DHHS; identify ways to foster human capital development ; and describe strategies to handle the growing complexity of studies requiring IRB review and approval. The Contractor shall prepare reviews, analyses, and reports and present the results of her work and evaluations to the Contracting Officer's Representative. Dr. Shelia Zahm is uniquely qualified to perform the work because of the specific combination of her internationally recognized stature as a leading cancer epidemiologist and her unparalleled experience in the years in which she served as Deputy Director of DCEG. Her decades of experience in a large and complex scientific research organization gives her the expertise and broad experience in scientific administration needed to analyze the organizational opportunities and challenges confronting the Division on a variety of fronts and to provide guidance to meet these needs. Dr. Zahm's unparalled expertise in cancer epidemiology research, coupled with her broad experience in complex scientific administration, make her uniquely qualified to provide these specific and wide-ranging services for DCEG. This notice is not a request for competitive quotation. However, if any interested party believes it can meet the above requirement, it may submit a statement of capabilities. The statement of capabilities and any other information furnished must be in writing and must contain material in sufficient detail to allow NCI to determine if the party can perform the requirement. Capability statements must be received in the contracting office by 11:00 AM EST, on January 12, 2012. A determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government.
