Description
PRE-SOLICITATION NOTICE: Solicitation No.: SGE500-12-R-0021 The American Consulate General, Frankfurt provides the following Pre-Solicitation Notice regarding the issuance of a Request for Proposal (RFP) for: Design/Build Construction Services for 2 x 1,000 Bed Additions to the Herat Provincial Prison Herat, Afghanistan The Regional Procurement Support Office in Frankfurt, Germany, intends to issue a Firm Fixed-Price contract during the first quarter of calendar year 2012, using the design-build construction approach. The Contractor shall design and construct this project in accordance with the technical requirements and information contained in the statement-of-work, which will be provided with the solicitation. The successful Contractor will initially be required to provide complete professional design services to design a durable, low maintenance, secure, multi-custody penal institution addition capable of housing male prisoners. The overall objective of this project is to increase the operational capacity of the Prison through the construction of structures necessary to allow the prison to be operated in a safe, secure, and humane fashion. Following review and approval of the proposed design, the Contractor will be required to construct the new facility to meet the requirements of this contract within the established schedules. Competition for this solicitation is limited to Afghan owned companies, Public Law 111-32, Section 1102(c) states: (c) PROCUREMENT OF AFGHAN PRODUCTS AND SERVICES.- (1) IN GENERAL - Funds made available for assistance for Afghanistan in this title and in prior acts appropriating funds for Department of State, foreign operations, and related programs, may be used to conduct procurements and to award assistance instruments in which- (a) competition is limited to products, services, or sources that are from Afghanistan; (b) procedures other than competitive procedures are used to award a contract or assistance instrument to a particular source or sources from Afghanistan; or (c) a preference is provided for products, services, or sources that are from Afghanistan. (2) PRODUCTS, SERVICES, AND SOURCES FROM AFGHANISTAN - For the purposes of this section: (a) A product is from Afghanistan if it is mined, produced, or manufactured in Afghanistan. (b) A service is from Afghanistan if it is performed in Afghanistan by citizens or permanent resident aliens of Afghanistan. (c) A source is from Afghanistan if it - (i) is located in Afghanistan; and (ii) offers products or services that are from Afghanistan. The terms and conditions of the solicitation shall require the Contractor to visit the project site prior to submitting a final technical and price proposal. The estimated price for this project is between $1,000,000.00 and $5,000,000.00 US Dollars for the entire project (Design and Construction). Proposals will be due in February 2012, and it is intended to award the contract shortly thereafter. In addition to the requirements set forth in Public Law 111-32, Section 1102(c), firms shall also be knowledgeable in written and spoken English and possess all appropriate permits and licenses to perform both design and construction work in Afghanistan. Companies interested in receiving the solicitation material shall express their interest by written correspondence to the attention of Mr. Graham Andrews at the above e-mail address, no later than January 20, 2012 using the solicitation number SGE500-12-R-0021 in the subject line. All requests for a copy of the solicitation MUST include the following information: Name of Firm, Name, Telephone and Email Address of Point of Contact, and Complete Physical ** Mailing Address of Firm. ** It is intended to forward the solicitation document using an established International courier service. These services will not accept packages addressed to Post Office, P.O. Box numbers. Solicitation and award will be subject to the laws and regulations of the United States of America and is being competed utilizing full and open competition procedures.
