- Description
- The Missile Defense Agency is announcing the award of a sole-source letter contract to Lockheed Martin Space Systems Company (LMSSC), Sunnyvale, California, with a total not-to-exceed (NTE) price of $1,960,000,000. This award is pursuant to United Arab Emirates (UAE) Foreign Military Sale (FMS) case AE-B-UAF. Under this contract, LMSSC will supply two Terminal High Altitude Area Defense Weapon Systems and provide related support services. This work will be managed in Sunnyvale, California, with final assembly performed in Troy, Alabama. The performance period extends from December 30, 2011 through June 30, 2016. Further, non-expiring, direct cite funds (as provided under this FMS case) will be used. The MDA, Huntsville, Alabama is the contracting activity (HQ0147). This sole source contract action is authorized under the provisions of 10 U.S.C. 2304(c)(1) and (d)(1)(B), as implemented by Federal Acquisition Regulation 6.302-1(a)(2)(ii) and (iii), which authorizes other than full and open competition when the required supplies/services are available from only one responsible source, or only from a limited number of responsible sources, and no other supplies or services will satisfy agency requirements. Award to any other source would result in a substantial duplication of cost to the Government that is not expected to be recovered through competition and would also result in unacceptable delays in fulfilling the Agency's requirements. Upon definitization of this NTE letter contract, the Government anticipates award of the following contract types/Contract Line Items: a) Fixed Price Incentive Fee (THAAD Hardware); b) Firm-Fixed Price (Spares) and c) Cost-Plus Fixed Fee (Contractor Logistic Support Services/Training).
