- The follwoing is added to the Presolicitation Notice originally posted on December 20, 2011: A pre-proposal conference has been scheduled for January 19, 2011 at the Red Horse Conference Room in Building 652 at Joint Base Charleston Air Base. If you are planning on attending this conference, please limit the number of people that will be attending in your party due to limited conference space (no more than two (2) people per company if possible). In order to reserve your space, send an email to Belinda McNutt at belinda.mcnutt@navy.mil identifying your company name, names of people attending, and contact information. In order to gain access to the Base on the day of the conference, you must arrive at the Visitor Center between 0745 and 0815 at the Dorchester Gate. You will need a Paper Pass which will be good for entry to the Base. In order to obtain a Paper Pass , you must have a State or Federal Government issued picture ID, registration, and proof of insurance if you will be driving a vehicle. A rental agreement will be required for a rental car. If you arrive at the Visitor Center later than 0815 on the day of the conference, there will be no guarantee that you will be processed on a timely basis to attend or be provided entry to the conference.
