Description
The VA Western New York Healthcare System (VAWNYHS), Buffalo, NY intends to award a contract for IDIQ Multiple Award Architect Requirement. This requirement is for one base year and one option year. THE AWARD OF THIS CONTRACT IS GEOGRAPHICALLY LIMITED TO FIRMS LOCATED WITHIN A 100-MILE RADIUS OF THE VAWNYHS, 3495 Bailey Avenue, Buffalo, NY 14215 or 222 Richmond Avenue, Batavia, NY 14020 and is a set-aside for small business. If you are a small business and qualify for one of the small business programs outlined below, evaluation preference points will be provided. The small business programs are listed in descending order of importance (no. 1 will receive the highest amount of evaluation preference points): 1. Service Disabled Veteran Owned Small Business (SDVOSB), 2. Veteran Owned Small Business, 3. Women Owned Small Business. In accordance with FAR 52.219-14(c)(1), Limitations on subcontracting, "At least 50 percent of the cost of contract performance incurred for personnel shall be expended for employees of the concern." The North American Industry Classification System code is 541310 with a numerical size standard of 4.5 million. Award is subject to the availability of funds. Architect Engineer (AE) Services will be required for the development of drawings and specifications, etc. for various projects at buildings located at the Buffalo and Batavia locations indicated above. REFER TO THE ATTACHED SCOPE OF WORK DATED 12/10/2011 FOR ADDITIONAL DETAILS FOR SERVICES REQUIRED. A scope of work will be provided for each project (task order), on an as needed basis after award of contracts. Once task order(s) have been issued to each awardee totaling $25,000., the minimum award guarantee will be satisfied for the contract award in its entirety, including the option year. The total amount of task orders which may be issued against all awards as a result of this IDIQ contract for the base year and option year will be $1.5 million. The VAWNYHS intends to award and IDIQ contract to three firms. Pertinent factors for consideration of qualifications for the Project Team, listed in order of importance are: (1) specialized experience and technical competence of the firm (including a joint venture or association) with the type of service required, (2) specific experience and qualifications of personnel proposed for assignment to the project, and record of working together as a team (3) Past record of experience at Veteran Administration Medical Centers and VA Western New York Healthcare System (4) Location in the general geographical area of the project. (5) Reputation and standing of the firm and its principal officials with respect to professional performance, general management, and cooperativeness. (The VAWNYHS will use contact information in Standard Form 330 to obtain information in order to evaluate item no. 5.) One Standard Form (SF) 330 shall be prepared for the entire team. Example projects which best illustrate proposed team's qualifications for this requirement shall be limited to twenty (20) projects for the entire team. Mail or hand deliver three copies of SF 330's to Rosanne J. Raczkowski - (90NCO), VA Western New York Healthcare System, 3495 Bailey Avenue, Buffalo, NY 14215 (Room No. 67 Wing C - Basement). All responses are to be received by the Contract Specialist no later than 10:00AM on February 6, 2012. SF 330's will be accepted electronically but not preferred.
