Description
Pre-Solicitation Notice for AG-0116-S-12-0019 Synopsis: 1. Introduction/Description The USDA Forest Service has a requirement for motor vessel (M/V) charter services for the Tongass National Forest in the South Eastern waters of Alaska. Contractor shall provide all personnel, equipment, tools, materials, supervision, transportation necessary to perform the requirement for the Short Term Housing Accommodations and Charter Service in Southeast Alaska. Minimum characteristics of the vessel should be: The ability to transport field crews to remote work sites and provide living and dining accommodations for 6 people for up to 14 days. Carry 2 outboards, powered boom, heated berths for 6, office, galley w/range and refrigerator, (2) restroom facilities with lavatory and shower, hot & cold running fresh water, large clothes dryer, 115V, AC, and backup diesel generator. Further specifications will be in the Solicitation Package AG-0116-S-12-0019. 2. Period of Performance The intent is to award multiple Indefinite Delivery Indefinite Quantity (with reimbursable line item for fuel on each ordering task announcement) contract which will have a base period of performance from approximately March 15, 2012 through approximately December 31, 2012. The M/V should be able to operate within 100 miles of Ketchikan, Sitka, Juneau, and/or Petersburg, Alaska. 3. Set-Aside The proposed contract is 100% set-aside for small business concerns. The NAICS code for this procurement is 483114 and the size standard is 500 employees. 4. Standard Language All responsible and fully responsive sources may submit a proposal which will be considered by the Agency. Any resulting contract will be awarded as a parent contract with resulting task announcements issued for ordering services. Solicitation documents AG-0116-S-12-0019 will be made available for download on or about January 20, 2012 at http://www.fedbizopps.gov/. Paper copies of this solicitation will not be issued. Interested parties should use the FedBizOpps [Add To Watchlist] and [Add Me To Interested Vendors] features which provide a notification when the RFP becomes available for download as well as all postings of information associated with this solicitation, thereafter. Each potential offeror is responsible for checking the FedBizOpps website to gain all current information related to the solicitation. The Government will not be liable for any costs associated with the submittal of a response to this Solicitation. 5. Delivery Requirements The solicitation and any further announcements regarding the solicitation will be posted only at http://www.fedbizopps.gov/. The estimated response due date is February 21, 2012; however, the actual date offers are due will be stated within the solicitation documents. Additional Information Work periods will be dictated by weather and tides. The M/V may be required to move between study sites every one (1) - two (2) days. Short daily movements may also be required. M/V(s) will be inspected for compliance with Title 46 Code of Federal Regulation (CFR). Parts 24, 25,and 26 (Subchapter C-Uninspected Vessels) with the exception of those portions relating to carriage of passengers for hire (not applicable) and the requirements for lifesaving equipment (Subpart 25.25) and fire extinguishing equipment Subpart 25.30). In lieu of complying with the lifesaving and fire extinguishing equipment requirements normally applicable to uninspected vessels, these vessels will comply with 46 CFR, Parts 180 and 181 (Subchapter T - Small Passenger Vessels - Under 100 Gross Tons) as may be applicable depending on the vessel's length and the intended operating route of the vessel while under charter. Master must possess 100 Ton USCG License.
