Description
The VA Pittsburgh Healthcare System (VAPHS), Pittsburgh, PA is issuing this Sources Sought notice to determine the availability of Service Disabled Veteran Owned Small Businesses (SDVOSB) that possess the experience and capabilities to provide Design / Build services for Project 646-11-117, "Heinz Insulation Removal in Building 50". This Sources Sought Notice is for market research purposes only. This is NOT a request for SF 330's or proposals. Prospective firms' CCR registration must be current. SDVOSB's must be verified by CVE in VetBiz. Prospective firms are reminded that as per FAR 52.219-14: "By submission of an offer and execution of a contract, the Offeror / Contractor agrees that in performance of the contract in the case of a contract for- (3) General construction. The concern will perform at least 15 percent of the cost of the contract, not including the cost of materials, with its own employees. The applicable NAICS code is 238310 with a small business size standard of $14 million. The construction cost estimate is between $1,000,000 and $5,000,000. The DB/AE will develop preliminary drawings, working drawings, and specifications to upgrade insulation for Building 50 at the HZ Division of VAPHS. This design will include a new ceiling panel system, heating/cooling system, lighting system, the removal and replacement of the existing insulation, and removal and reinstallation of all patient lifts. This work includes but is not limited to mechanical, electrical, plumbing, structural and architectural. See Attachments A and B for general layout construction area. The existing insulation in Building 50 is a polyurethane spray on foam material (henceforth polyfoam) that was installed above the finished ceilings approximately 20 years ago. The existing insulation does not meet the current Life Safety Code requirements for use of non-combustible materials for healthcare environment. To comply with current code, the existing polyfoam insulation in Building 50 on Ground North, Ground South, and 1 South will be removed and replaced with insulation that is code compliant. The project design and construction areas are noted on Attachments A, and B. The DB/AE contractor will renovate the designated spaces per the itemized requirements indicated below. Include removal and replacement of all existing materials and surfaces as required to complete renovation. The DB/AE will develop construction specifications, drawings and supervise the renovation of all spaces. All designs shall be accomplished in accordance with VA guidelines and specifications, which are available at http://www.cfm.va.gov/TIL/ Interested parties must register on the Interested Vendors List of this FBO announcement. In addition to registering on this site, responses to this notice must be submitted electronically to the Contracting Officer at William.Matelan@va.gov no later than January 11, 2012 at 4:00 PM (EDT). Responses must be brief, limited to three pages or less, and must include the following: 1. Prospective firm's name, address, phone number, socio-economic status and DUNS number. 2. Detailed information of the firm's previous experience on three projects of a similar scope, complexity and value. This information should include the title, location, description of work, dollar value, and a point of contact for reference (name and phone number) for each project. 3. INSULATION must appear in the subject line of the email. GENERAL SCOPE Remove 100% of the existing insulation above ceilings. This includes all surfaces above the ceilings. Verify existing R value of insulation. Provide and install insulating material (compliant with current codes) with the same R value as the existing insulation (minimum R=14) and compliant with NFPA 101, NFPA 286 and UL 1715. Provide and install new ceiling panel system. Provide and install heating and cooling systems to replace existing system. Perform all work with the VA property in place within each unit. Provide and install new ceiling panel systems, lighting systems, and heating/cooling system designs that are efficient and innovative. Remove and reinstall all existing Arjo patient lifts on unit in order to perform all necessary work. Repair and refinish any surfaces damaged in construction. Field-verify the location of existing space and utilities serving renovated spaces. Develop phasing requirements and phasing plan that minimize impact and keep Community Living Center operational. Develop design for Level 4 Infection Control Risk Assessment (ICRA) barriers
