Description
PLEASE READ THIS NOTICE CAREFULLY AS IT CONSTITUTES THE ONLY NOTICE THAT WILL BE PUBLISHED. The Federal Bureau of Investigation (FBI) intends to negotiate a one-time sole source Blanket Purchase Agreement (BPA), with Motorola U.S. Federal Government Markets Division, 7031 Columbia Gateway Drive, 3rd Floor, Columbia, MD 21046, under RFQ396921. The Government intends to negotiate with only one source under the authority of FAR 6.302-1. This notice will be distributed solely through the General Services Administration's Federal Business Opportunities (FBO) Website (www.fedbizopps.gov). Interested parties are responsible for monitoring the FBO site to ensure they have the most up-to-date information about this acquisition. The North American Classification System Code is 811213, Communication Equipment Repair and Maintenance; the size standard is 750 employees. FBI owned Motorola mobile and portable radios require repairs and upgrades. The upgrades are required on a recommended schedule by the Original Equipment Manufacturer (OEM). Motorola will repair FBI owned Motorola mobile and portable radios and provide upgrades as the OEM requires. Based on market research conducted and contacts made with knowledgeable individuals within the government and related industry, it has been determined the FBI's requirement for the referenced services can only be provided by Motorola, Inc. In order to maintain the warranty agreement for the originally procured equipment, having services rendered by any other company would void the present warranty agreement and subject the government to potentially unwarranted additional expenses. The existing land mobile radio (LMR) infrastructure, manufactured and built by Motorola, employs a unique encoding design proprietary to Motorola. The FBI uses Motorola equipment spanning several generations for its radio system communications that subsequently requires hybrid components also unique to the LMR infrastructure. Motorola will repair the LMR infrastructure equipment to include all types and generations of Motorola equipment. This notice of intent is not a request for competitive quotations; however, interested parties may identify their interests and capability to respond to this requirement or submit proposals to this office no later than January 10, 2012, 10:00 am Eastern Standard Time (EST), by email to the attention of Jerry Varnell, Contract Specialist, at Jerry.Varnell@ic.fbi.gov. Information received will be considered solely for the purpose of determining whether or not to conduct a competitive procurement. Telephone requests will not be considered. A determination by the Government not to compete this proposed contract based upon response to this notice is solely within the discretion of the Government. The Contracting Officer for this requirement is Margaret D. Einspahr.
