Description
PLEASE READ THIS NOTICE CAREFULLY AS IT CONSTITUTES THE ONLY NOTICE THAT WILL BE PUBLISHED. The Federal Bureau of Investigation (FBI) intends to negotiate a one-time sole source Blanket Purchase Agreement (BPA), with Aviat Networks, 5200 Great America Parkway, Santa Clara, CA 95054, under RFQ396919. The Government intends to negotiate with only one source under the authority of FAR 6.302-1. This notice will be distributed solely through the General Services Administration's Federal Business Opportunities (FBO) Website (www.fedbizopps.gov). Interested parties are responsible for monitoring the FBO site to ensure they have the most up-to-date information about this acquisition. The North American Classification System Code is 811213, Communication Equipment Repair and Maintenance; the size standard is 750 employees. The FBI Microwave Radio Systems were manufactured by and purchased from Harris Stratex (currently Aviat Networks). The warranty for these systems expired, and the FBI anticipates normal, ongoing repairs for fielded systems operating 24 hours daily, 365 days per year. Aviat will perform normal repairs for fielded systems. The microwave radios and module repairs include parts and labor knowledge proprietary to Aviat. Based on market research conducted and contacts made with knowledgeable individuals within the government and related industry, it has been determined the FBI's requirement for the required parts and services can only be provided by Aviat, as no other vendor is capable of providing the proprietary parts and labor knowledge necessary to replace and/or service the Microwave Radio Systems as they were manufactured by and purchased from Aviat (formerly Harris Stratex). This notice of intent is not a request for competitive quotations; however, interested parties may identify their interests and capability to respond to this requirement or submit proposals to this office no later than January 10, 2012, 10:00 am Eastern Standard Time (EST), by email to the attention of Jerry Varnell, Contract Specialist, at Jerry.Varnell@ic.fbi.gov. Information received will be considered solely for the purpose of determining whether or not to conduct a competitive procurement. Telephone requests will not be considered. A determination by the Government not to compete this proposed contract based upon response to this notice is solely within the discretion of the Government. The Contracting Officer for this requirement is Margaret D. Einspahr.
