- This notice does not constitute a request for proposal, request for quote, or invitation for bid. The intent of this notice is to identify potential offerors for the solicitation for Request for Proposal (RFP) N40084-12-R-5700, Indefinite-Delivery/Indefinite-Quantity (IDIQ) Multiple Award Construction Contract (MACC), U.S. Marine Corps Air Station (MCAS) Iwakuni, Japan. This is for Design-Bid-Build (DBB) Medium Magnitude Construction Projects at various locations in U.S. MCAS Iwakuni, Japan and at the Station controlled area around Iwakuni. This contract includes base period and two (2) option periods (maximum 1 year each). Contractors shall furnish all labor, management, supervision, tools, materials, equipment, incidental engineering, and transportation, except otherwise specified herein, necessary to perform various repairs, alteration, construction and demolition work to shore facilities. The scope of work specified in each task order issued under this contract may include, but is not limited to, facility repair, alteration or construction, office renovation, building renovation, building demolition, equipment repair/replacement, pluming repair replacement, electrical work, carpentry work, site work, road pavement, fencing, roofing, painting, concrete work, masonry, removal and disposal of lead based paint and asbestos containing material, and mass communication and security system installation or repair. Contractor will be provided plans and specifications, sketches to perform the construction work, and no design will be required to do design build. This procurement is intended for local sources only in accordance with FAR 5.202(a)(12). Local sources are those persons or entities that normally reside and are licensed to conduct business in Japan. Offers from non-local sources will not be considered under this solicitation in accordance with provisions of the U.S. Japan Status of Forces Agreement. The solicitation utilizes source selection procedures which require offerors to submit technical and price proposals. Evaluation of proposals will be based on technical and price evaluation factors as stated in the solicitation, with contract award to be made to the offerors submitting the best value to the Government. The Government intends to award a minimum of two contracts resulting from this solicitation to the responsible offerors whose proposals represent the best value after evaluation in accordance with the factors in the solicitation and their relative importance in the solicitation. Planned RFP issue date is on or around 31 January 2012. RFP will be posted on the AsiaNECO website at http://asia.neco.navy.mil/ when it becomes available. It is the offeror ™s responsibility to continually view the website for the solicitation and any amendments issued to the solicitation.
