- Description
- In accordance with the Federal Acquisition Regulation (FAR) 5.207, the Naval Facilities Engineering Command, Far East (NAVFAC FE), intends to solicit competitive offers for a Combination Firm Fixed-Price (FFP) and Indefinite Delivery-Indefinite Quantity (IDIQ) Contract for Regional Lead and Asbestos Sampling and Analysis at Commander Navy Region Japan. The offeror shall provide all labor, supervision, management, tools, materials, equipment, facilities, transportation, incidental engineering, and other items necessary to provide the services at NAF Atsugi, CFA Yokosuka, CFA Sasebo and NAF Misawa and the surrounding Navy, Marine Corps and Air Force facilities and their supported outlying Facilities. The preponderance of the work under this contract shall involve the accomplishment of work in the major categories, included but not limited to the Performance Work statement (PWS). The contract period of performance is anticipated at one (1) base and two (2) option periods. The anticipated minimum guaranteed amount of the proposed contract will be FFP of the base year. This acquisition will be issued unrestricted under NAICS Code 541380. Award will be made using Simplified Acquisition Procedure (SAP). The solicitation is estimated to be released on AsiaNECO on/or around the 24 January 2012. The issue date and pre-proposal due date, and award data are approximate dates. Prospective bidders/offerors must register for this project in AsiaNECO, in order to receive notification of availability of solicitation documents. Notification of any changes to the solicitation (Amendments) shall be made only on the internet. It is the Contractor ™s responsibility to check the above listed address daily or any posted changes to solicitation ™s plans and specifications. Acceptance of Government Purchase Credit Cards is required along with the purchase of DOD E-Mall encrypted software. This pre-solicitation notice is intended for local sources in accordance with FAR 5.202(a)(12). Local sources are those persons or entities normally resident and licensed to conduct business in Japan. Offers from non-local sources will not be considered under this pre-solicitation notice in accordance with the provisions of the U.S. “ Japan Status of Forces Agreement. Oral communications ARE NOT acceptable in response to this notice. Contractors must be registered with the Central Contractor Registration (CCR) as prescribed in the Defense FAR Supplement (DFARS) 252.204-7004 and 252.232-7009, in order to receive award. CCR ca be pbtaomed at www.ccr.gov or calling 1-888-227-2423. In addition Online Representations and Certifications Application (ORCA) must be completed upon submission of proposal.
