The US Army Corps of Engineers (USACE), Engineer Research & Development Center (ERDC), Geotechnical and Structures Laboratory (GSL) - Survivability Engineering Branch has a need for the following: Line Item 0001: Prefabricated Steel Frames - Assembly 2 [includes Parts A, B, C, D, & F - Part A (Qty 24), Part B (Qty 12), Part C (Qty 96), Part D (Qty 24), Part F (Qty 120)], Quantity 12, Unit: Each, Unit Price: _______, Total Amount_______ Line Item 0002: Prefabricated Steel Frames - Part E, Quantity 12, Unit: Each, Unit Price: _______, Total Amount_______ Line Item 0003: Shipping of Prefabricated Steel Frames to Eglin AFB, FL, Quantity 1, Unit: Lump Sum, Unit Price: _______, Total Amount_______ Background The US Army Corps of Engineers (USACE), Engineer Research and Development Center (ERDC), Geotechnical and Structures Laboratory (GSL) has a requirement for several prefabricated steel frames and additional parts. These assemblies/parts will be used in an experiential series as targets. Specifications for the frames and parts are below, detailed schematics can be found in the attached schematics: Specifications 1. Material specifications are found on the schematics a. HSS tubing shall be A500, Grade B Steel b. Plate and all other sections shall be at least A36 Steel 2. No bolts, washers or nuts are required in this quote 3. Reference the Code of Standard Practice for Steel Buildings and Bridges (if needed) a. Tolerances: i. Hole placement shall be 1/32" ii. Sections shall be 1/16" on all other dimensions unless specified on the schematics directly iii. Corner to corner on Assembly 2, shall not be more than " out of square b. Metal should be cleaned of rust, dirt and oil by best practices. The metal should be primed and the finish coat applied (this may be one coat if primer is gray). The metal should be shipped to USACE as the color "Gray". No MIL-SPEC or Federal Standard is specified. Reference "Code of Standard Practice for Steel Buildings and Bridges" Section 6.5 (link: http://www.aisc.org/uploadedFiles/Steel_Solution_Center/Technical_Resources/Engineering_FAQs/Code_of_Standard_Practice.pdf). 4. Quantities: a. See Schematics 5. All assemblies/parts shall be handled and shipped using best practices to prevent damage 6. Preferred delivery date is NLT 5 weeks from the time that the contract is awarded. a. Actual delivery date shall be relayed to the Technical POC one week prior to shipment to ensure equipment/resources are available for offloading FAR Provision 52.212-1, Instructions to Offerors - Commercial Items, applies to this acquisition. Award shall be made to the responsible offeror whose proposal is determined to be Lowest Price Technically Acceptable in accordance with Clause 52.212-2 Evaluation -Commercial Items. Technical data is required to verify technically acceptable. Offerors must include a completed copy of the provision at FAR 52.212-3, Offeror Representations and Certifications - Commercial Items with this offer. The Clause 52.212-4, Contract Terms and Condition - Commercial Items, applies to this acquisition. The Clause at 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders - Commercial Items, applies to this acquisition. The clauses cited within the clause as indicated below are applicable: FAR clauses 52.209-6, 52.219-6, 52.219-28, 52.222-3, 52.222-19, 52.222-21, 52.222-26, 52.222-35, 52.222-36, 52.222-37, 52.225-1, 52.225-5, 52.225-13, and 52.232-33.
