- Statement of Work/Salient Characteristics This is a combined synopsis/solicitation for commercial item prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Solicitation N62306-12-T-4001 is issued as a request for quotation. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-30. NAICS Code 332618 and Business Size of 500 employees apply. This action is a total small business set-aside. This requirement is for the purchase of Grade 80 Alloy Steel Chain and must meet the attached specifications. The quantity and overall length of the chain will be: CLIN 0001: Qty of 30 pieces at 656 feet length, CLIN 0002: Qty of 15 pieces at 410 feet length, CLIN 0003: Option Qty of 30 pieces at 656 feet length to be exercised by 31 Dec 2012, CLIN 0004: Option Qty of 15 pieces at 410 feet length to be exercised by 31 Dec 2012. The permissible variation shall be limited to: 0.5% Percent increase, 0.5% Percent decrease. This increase or decrease shall apply to CLIN 0001, 0002, 0003, 0004. Chain must be ungalvanized and shall meet ASTM A391/A391M-98 Standard Specifications for Grade 80 Alloy Steel Chain. Delivery shall be no later than 15 April 2012 for CLIN 0001, and 01 March 2012 for CLIN 0002, to Receiving Officer, Naval Oceanographic Office, Bldg. 9134, Stennis Space Center, Mississippi 39522-5001. The Government reserves the right to make one, multiple or no award resulting from this solicitation. The provision at 52.212-1 Instructions to Offerors-Commercial applies to this acquisition. The provision at 52.212-2 Evaluation-Commercial items are applicable and evaluation criteria included in paragraph (a) of the provision is lowest-price, technically acceptable. Quotes are to include a complete copy of the provision at 52.212-3 Offeror Representations and Certifications-Commercial Items with this offer. The clauses 52.211-16 Variation in Quantity, 52.212-4 Contract Terms and Conditions-Commercial Items, 52.212-5 Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items, 52.232-36 Payment by Third Party, 52.247-34 F.O.B. Destination, 52.217-7 Option For Increased Quantity-Separately Priced Line Item applies. This announcement will close at 11:00 a.m. CST on 17 Jan 2012. Quotes are to be submitted to STNS.NAVO.Contracts.FCT@navy.mil. Oral communications are not acceptable in response to this notice. Quoters shall provide Commercial and Government Entity (Cage) Code, Contractor Establishment Code (DUNS number) and Tax Identification Number. Contractors must be registered in the Central Contractor Register to be considered for award. All quotes shall include price (s), a point of contact, name and phone number, business size, and payment terms. Each response must clearly indicate the capability of the quoter to meet all specifications and requirements.
