Description
Notice of Intent to Award Sole Source NOTICE OF INTENT TO AWARD SOLE SOURCE 11 January 2012 The Headquarters (HQ) Air Education and Training Command (AETC), HQ AETC/A4PM, Randolph Air Force Base (AFB), Texas 78150-4302, hereby formally announces the intent to award a firm-fixed price bridge contract on a sole source basis to URS. This has become necessary as a result of delays in the source selection for the follow-on Engine Regional Repair Center (ERRC) contract. A series of events culminated into approximately a six month delay, ultimately affecting the original contract award date. The contractor will be required to furnish adequate supervision, labor, materials, supplies, and equipment necessary to perform the ERRC functions at Laughlin AFB, TX. Services provided by the incumbent include but are not limited to: providing J85 jet engine intermediate maintenance functions required to support AETC requirements for Undergraduate Pilot Training (UPT), Specialized Undergraduate Pilot Training (SUPT), Euro-NATO Joint Jet Pilot Training (ENJJPT), Pilot Instructor Training (PIT), and Introduction to Fighter Fundamentals (IFF) missions, providing each base/customer (Laughlin AFB, Randolph AFB, Sheppard AFB, and Vance AFB) with engines that are serviceable and require no further maintenance or testing prior to installation when received by the ERRC. The proposed contract action is for services for which the Air Force intends to solicit and negotiate with only one source under the authority of Federal Acquisition Regulation (FAR) 6.302. This acquisition is for a seven (7) month bridge contract, until a follow-on, competitive contract can be awarded. This notice of intent is NOT a request for competitive proposals; however, all interested persons that identify to the Contracting Officer their intent and capabilities to satisfy the Government's requirement with commercial items and are received within 7 calendar days after the date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government.
