- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC 2005-53. THE GOVERNMENT INTENDS TO AWARD A MINIMUM OF (1) INDIVIDUAL BPA CONTRACT FOR Postage Machines system that weighs, and processes mail. The solicitation number is [10116245] and is issued as a Request for Quotes (RFQ), unless otherwise indicated herein. The associated North American Industrial Classification System (NAICS) code for this procurement is [333313] Only qualified offerors registered in CCR (www.ccr.gov) will be considered for this RFQ. Period of performance is throughout the year from Feb 1, 2012 - September 30, 2012 with 4 additional option years. Contract Line Item Numbers (CLINs), and additional applicable clauses: 252.232 (WAWF), 52.212-4, 52.212-5 (CCR). In accordance with 52.212-2, Evaluation--Commercial Items - The Government will award a Firm Fixed Price (FFP) contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: (i) technical (ii) price (iii) past performance Technical and past performance. The submitted quote must take into consideration all of the requirements that are as follows: Statement of Work for the Adjutant General's Department of Ohio Postage Machine 1 Description of work to be performed: The Adjutant General's Department of Ohio Information Management Department (Administrative Services Branch) is interested in obtaining 20 Postage Machines system that process, and weighs mail. 2 Background. Administrative Service Branch is responsible for providing mail support to all federal and state employees of Adjutant General's Department throughout Ohio. 3 Objectives This section provides the technical, managerial, and equipment features, being procured through this acquisition. The contractor's responsibilities shall include aspects of hardware installation and maintenance as well as software maintenance. This shall require interaction with both Government, civilian, and military employees, and other hardware maintenance and software/system support contractors. All related, state and local regulations, to include but not limited to Army Regulations 25-30 and Army Regulation 25-1 shall be adhered to. A. General Requirements: 1.20 pieces per minute minimum 2.Track 5 accounts minimum 3.5 lb interfaced scale. 4.Media size postcard up to 10"x13" flats 5.Automatic letter and flat feeder 6.Automatic label dispenser 7.Process mail 1/4" thick minimum 8.Letter catch tray B. Other Specifications: 1. Unlimited resets 2. Rate Protection 3. Download postage through the digital line/PC-USB interface. C. Postal Manager Software: 1. Track number of outgoing mail. D. Training Requirements: 1. Key Operator Training: The vendor shall provide onsite initial training and refresher training for at least one or more key operator for postage machine on site or when requested by the Ohio National Guard. E. Service Requirement: 1.Provider must provide a minimum 1 business day service response time. Normal business hours for the Adjutant General's Department is 7:30 am to 4:00 pm eastern standard time Monday through Friday, excluding holidays observed by the Federal Government, the contractor(s). 2.Provide online and telephone help desk trouble shooting and/or knowledge base for the postage machine users. 3.The vendor shall provide user manual for the postage machine.
