- PLEASE READ THIS NOTICE CAREFULLY AS IT CONSTITUTES THE ONLY NOTICE THAT WILL BE PUBLISHED. The Federal Bureau of Investigation (FBI) intends to negotiate a one-time sole source Blanket Purchase Agreement (BPA), with Motorola U.S. Federal Government Markets Division, 7031 Columbia Gateway Drive, 3rd Floor, Columbia, MD 21046, under RFQ396922. The Government intends to negotiate with only one source under the authority of FAR 6.302-1. This notice will be distributed solely through the General Services Administration's Federal Business Opportunities (FBO) Website (www.fedbizopps.gov). Interested parties are responsible for monitoring the FBO site to ensure they have the most up-to-date information about this acquisition. The North American Classification System Code is 811213, Communication Equipment Repair and Maintenance; the size standard is 750 employees. Motorola test equipment must be repaired and recalibrated on a recommended schedule. Motorola will repair and recalibrate FBI owned Motorola test equipment and provide updates, also developed by Motorola, to the firmware and software of the Motorola test equipment. Based on market research conducted and contacts made with knowledgeable individuals within the government and related industry, it has been determined the FBI's requirement for the referenced services and updates can only be provided by Motorola, Inc., as they are the developers and manufacturers of the test equipment. Further, in order to maintain the warranty agreement for the originally procured equipment, having services rendered by any other company would void the present warranty agreement and subject the government to potentially unwarranted additional expenses. This notice of intent is not a request for competitive quotations; however, interested parties may identify their interests and capability to respond to this requirement or submit proposals to this office no later than January 17, 2012, 10:00 am Eastern Standard Time (EST), by email to the attention of Jerry Varnell, Contract Specialist, at Jerry.Varnell@ic.fbi.gov. Information received will be considered solely for the purpose of determining whether or not to conduct a competitive procurement. Telephone requests will not be considered. A determination by the Government not to compete this proposed contract based upon response to this notice is solely within the discretion of the Government. The Contracting Officer for this requirement is Margaret D. Einspahr.
