Description
The National Park Service (NPS), Olympic National Park (OLYM), intends to negotiate and award multiple contracts for solid waste collection and disposal from within the boundaries of OLYM. The geographic areas of the contracts to be awarded are within Clallam, Grays Harbor, Jefferson, and Mason counties. Solid waste removal services in the State of Washington are regulated by the Washington Utilities and Transportation Commission (WUTC), an agency of the Washington state government. WUTC regulates the rates, services, and practices of privately-owned utilities including solid waste collection companies. The Commission regulates utilities under authority granted in Title 80 of the Revised Code of Washington (RCW). There are four known WUTC authorized solid waste contractors performing solid waste collection and disposal services in the counties identified within OLYM. The National Park Service intends to make non-competitive and competitive contract awards in response to this announcement. The non-competitive (sole source) contracts shall be awarded in accordance with Federal Acquisition Regulation 6.302-1 and 41 U.S.C. 253(C) (1) to WUTC contractors that hold exclusive licenses (Certificates of Public Convenience) in specific identified geographic areas. It shall be the responsibility of the contractor to furnish supporting evidence concerning their WUTC authorized exclusive geographic jurisdiction. The NPS will publish the required Justification and Approval on the Fedbizopps website once the contractors receiving sole source awards have been identified. The competitive contracts shall be restricted to contractors that hold a WUTC Certificate of Public Convenience for solid waste removal in specific identified geographic areas that allow WUTC contractors competitive access to the area. It shall be the responsibility of the contractor to furnish supporting evidence concerning their eligibility to compete in the identified geographic jurisdiction. The contracts, once awarded, will provide for a six month base period and four one-year option periods with an anticipated maximum performance period of April 01, 2012 - September 30, 2016. The estimated value is approximately $80,000 per year. This is not a request for competitive proposals; all responses and comments related to this notice shall be furnished in writing, at no cost or obligation to the Government, and must be received no later than January 30, 2012.
