- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. Solicitation number N62786-12-T-0002 applies. Quotes must be received by 12:00 p.m. ET 20 January 2012 in order to be considered. The solicitation, incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-55 and DFARS Change Notice (DCN) 20111220. Fax or e-mail proposals are authorized and must be received no later than date and time for receipt of proposals at (207) 442-5305. E-mail address is Julie.Brillard@supshipba.navy.mil. The proposed acquisition is being processed utilizing Simplified Acquisition Procedures. It is anticipated that award will take place on or before 24 January 2012. Supervisor of Shipbuilding, C&R, USN has a requirement to provide shuttle bus transportation for daily runs between Bath and berthing location(s) in Brunswick, Maine beginning 01 February 2012 and ending on 05 July 2012. Vehicle capacity required is 44 or more passengers. The purpose of these daily runs is to transport Naval personnel assigned to the Precommissioning Unit, USS Spruance, Bath, Maine. The draft schedule has been provided (attached). Interested contractors may request a copy of the draft schedule via e-mail to Julie.brillard@supshipba.navy.mil. All prospective contractors are required to provide quotes stating the total cost for the period of performance as well as the cost per run. All prospective contractors are required to provide a brief statement describing your intentions on how you plan to meet the Government ™s requirements (i.e. school bus, charter bus, etc.). Statement will be made part of resultant contract award. Bus drivers must be qualified and hold a current Maine State driver ™s license. To be eligible for award, prospective contractors must be registered in the Central Contractor Registry (CCR), must be a DOD approved carrier and hold a current Military Bus Agreement with Defense Travel Management Office (DTMO) and must meet the Standards of Service as stated in Defense Transportation Regulation Chapter 104-Part 1 (2). FOB point is Destination. It is the Government ™s intent to make payment for any order resulting from this solicitation utilizing the Governmentwide Credit Card. The solicitation is restricted to Small Businesses under NAICS 485410, Size Standard is $6.5 Million. The contractor shall provide all labor, materials, equipment, transportation, facilities, utilities, supervision and management in accordance with the Military Bus Agreement. The Government anticipates making award to the vendor quote that best represents the best value to the Government price and other factors considered (technical capability and past performance are approximately equal to cost or price). The following clauses are incorporated: 52.252-1, Solicitation Provisions Incorporated by Reference (Feb 1998) is applicable to this procurement. This solicitation incorporates one or more solicitation provisions by reference, with the same force and effect as if they were given in full text. Upon request, the Contracting Officer will make their full text available. The offeror is cautioned that the listed provisions may include blocks that must be completed by the offeror and submitted with its quotation or offer. In lieu of submitting the full text of those provisions, the offeror may identify the provision by paragraph identifier and provide the appropriate information with its quotation or offer.
