Description
THIS IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. The National Ground Intelligence Center (NGIC) intends to award a sole source, Cost Plus Fixed Fee (CPFF) interim bridge contract to Six3 Systems, Inc., subsidiary of Harding Security Associates for continued support for NGIC biometrics and theater elements. The period of performance for the six month effort is from 29 March 2012 - 28 September 2012. This contract will provide Biometrics Intelligence Fusion Analysis and deployed Biometric Intelligence Subject Matter Expert (SME) support to deployed forces and NGIC in order to support the mission of attaining identity and denying anonymity to these adversaries. A Solicitation W911W4-11-R-0004 was issued on 12 Jan 2011 with the intent of awarding a Cost Plus Fixed Fee (CPFF) multiple award Indefinite Quantity/Indefinite Delivery contract. The solicitation was cancelled on 7 Dec 2011 due to substantial changes in program funding and requirements that have occurred since it was issued. The current biometrics contract ends in 28 March 2012. In order to provide uninterrupted services of biometrics all-source intelligence analysis services for the field, we are establishing a bridge contract. The bridge contract will provide the us enough time to prepare a new solicitation reflecting the current status of the program. It is not in the best interest of the Government to competitively solicit for this short-term requirement. The solicitation preparation and evaluation would result in a duplication of effort and the required time needed for a new contractor to transition and start up would risk a break in service and the loss of a vital intelligence resource. The applicable NAICS code is 541690. This sole source acquisition is in compliance with the statutory authority of 10 U.S.C. 2304 (c)(1) as implemented by Federal Acquisition Regulation (FAR) 6.3.02-1; Only one responsible source and no other suppliers or services will satisfy agency requirements. This Notice of Intent is not a request for proposals or quotations. A solicitation document does not exist. Interested persons may respond to the requirement by furnishing justification and supporting information regarding their ability as a qualified source to provide these services to the government. We will consider all responses received prior to 6:00 pm est. January 26, 2012. Interested parties' information will be considered solely for the purpose of determining whether to conduct a competitive procurement.
