- Description
- The purpose of this synopsis is to notify interested parties that the 409th CSB Theater Contracting Center anticipates the issuance of a solicitation for two Contractor Owned/Contractor Operated (CO/CO) multi-engine, fixed-wing Short Take-Off and Landing (STOL) capable aircraft configured to support transportation, logistics, and casualty evacuation (CASEVAC) for DoD personnel on the continent of Africa. The contractor shall provide all equipment and personnel necessary to support and maintain the aircraft in a flight ready status. Contractor will also be responsible for their own life support functions to include housing and subsistence. Aircraft supporting this requirement must be Instrument Flight Rules (IFR) capable, be equipped with High Frequency (HF), Very High Frequency (VHF), and Ultra High Frequency (UHF) Radios, and Global Positioning Satellite (GPS) navigation equipment. The contractor shall provide National Registry of Emergency Medical Technicians (NREMT) paramedic level service determined necessary for life support in support of CASEVAC operations. Medical personnel must be able to support the simultaneous CASEVAC operations of up to 8 patients. Contractor provided flight crews must be trained and qualified in accordance with the applicable Federal Aviation Administration (FAA) or Civil Aviation Authority (CAA) rules and regulations. Contractor must be in compliance with DoD Instruction 4500.53 as well as the Fly America Act. Contractor must comply with the insurance requirements of the Defense Base Act. The anticipated period of performance will be for one year with four one-year option periods. The NAICS code is 481211. Anticipated issuance date of the solicitation is on or about 19 March 2012. No hardcopies of the solicitation will be issued.
