Notice Number: W91QVP-12-Q-1502 Title: APMMC XXII Conference Support Services This is a Sources Sought Notice. The 413th Contracting Support Brigade is issuing this Sources Sought (SS) notice to gain knowledge of potential qualified sources and their size classification relative to NAICS Code 541990, All Other Professional, Scientific, and Technical Services. Disclaimer and Important Notes: This is NOT a solicitation for proposals, proposal abstracts, or quotations. As stipulated in FAR 15.201, responses to this SS notice are not considered offers and cannot be accepted by the Government to form a binding contract. The purpose of this notice is to obtain information regarding sources and their capability to perform the specified tasks below. Your response to the information requested will assist the Government in determining the appropriate acquisition method, including whether a small business set-aside is possible. This notice does not obligate the Government to award a contract or otherwise pay for the information provided in response. The Government reserves the right to use information provided by respondents for any purpose deemed necessary and legally appropriate. Any organization responding to this notice should ensure its response is complete and sufficiently detailed to allow the Government to determine the organization's qualifications to perform the work. Respondents will not be notified of the results of any government assessments. After a review of the responses received, a pre-solicitation synopsis and solicitation may be published in Federal Business Opportunities. However, responses to this notice will not be considered adequate responses to a solicitation. Background: The United States Government is seeking a conference support services in support of the 22nd Asia Pacific Military Medicine Conference (APMMC XXII), Bangkok, Thailand. The event is co-hosted by the United States Army Pacific and the Royal Thai Army. The conference provides a forum for US military healthcare providers to discuss with allied countries in the Asia Pacific region topics, issues, and concerns of military medicine significance. The conference event will be held on 30 April to 4 May 2012, with event participants arriving on 29 April 2012. The conference planning staff is scheduled to arrive on 22 April 2012 and the facilities must be vacated no later than the evening of 4 May 2012. Event planners are expecting approximately 400-500 participants. The Government has selected a conference venue in Bangkok and will contract for meeting spaces directly. Purpose and Objectives: The purpose of this sources sought notice is to identify qualified organizations and businesses capable of providing the conference planning and management support to the APMMC XXII event. The award to be made pursuant to a request for proposal will be a no-cost contract with no expectation by the contractor of compensation by the Government for the contractor's efforts before, during, or after the conference. The selected contractor shall collect fees from vendors for exhibit space during the conference, in accordance with the performance work statement, to recoup operating expenses incurred throughout the conference planning and execution. Project Requirements: The proposed acquisition will involve the following types of activities: 1. Pre-conference Planning and Management, including, but not limited to: a. Attendance at meetings and teleconferences b. Submission of weekly status reports c. Development and establishment of an APMMC XXII website, including coordination directly with the conference venue to include attendee room reservation information on the website d. Coordinate pre-conference shipping of materials from the United States and its outlying areas to Thailand 2. Vendor Exhibit Planning and Management, including, but not limited to: a. Manage all aspects of the vendor exhibits b. Market the conference and encourage vendor participation c. Develop a proposed fee schedule for vendor exhibits and obtain Government approval prior to implementation d. Screen potential vendors, provide final vendor information to the Government for approval, and collect fees from vendors for exhibit space e. Fabricate and prominently display disclaimer posters in the vendor exhibit area f. Coordinate directly with the conference venue for vendor exhibit space and make direct payment for that space 3. Conference Management, including, but not limited to: a. Development, production, and distribution of conference badges b. Management of on-site registration and the collection of fees on-site, as required c. Coordinate post-conference shipping of materials from Thailand to the United States and its outlying areas d. Coordinate guest speaker arrival, hotel, and departure arrangements, including travel between the airport and the hotel/conference venue e. Post presentation slideshows and documents to the APMMC XXII website f. Coordinate with Government planners for the management of presentations, judging, report generation, and posters g. Assist with guest speaker and staff travel requests and reimbursements, as required 4. Post-conference Activities, including, but not limited to: a. Provide an accounting of all fees collected from vendors for exhibit space and a summary of disbursements from those funds b. Attend and provide input to the collective after-action review process with the Government Anticipated Period of Performance: The anticipated period of performance will commence immediately upon contract award and will culminate during the actual conference on 30 April to 4 May 2012. Other Important Considerations: The Government emphasizes that the conference place of performance is Bangkok, Thailand, with pre- and post-conference planning done in coordination with the US Army Pacific command, Fort Shafter, Hawaii. Capability Statement/Information Sought: Respondents must provide, as part of their responses, information concerning (a) staff experience, including their availability, experience, and training; (b) current in-house capability and capacity to perform the work; (c) prior completed projects of similar nature; (d) corporate experience and management capabilities; and (e) examples of prior completed Government contracts, references, and other related information. Interested qualified organizations should submit a tailored capability statement for this requirement, not to exceed 20 single-sided pages (including all attachments, resumes, charts, etc.) presented in single-space and using a 12-point font size minimum, that clearly details the ability to perform the aspects of the notice described above. Statements should also include an indication of current certified small business status, if applicable, on the first page of the capability statement. The first page of the capability statement should also include the business concern's name, point of contact, address, CAGE code, and DUNS number. Information Submission Instructions: All Capability Statements sent in response to this SOURCES SOUGHT notice must be submitted electronically (via email) to Major John Cooper, Contracting Officer, at john.m.cooper@us.army.mil. Files should be transmitted in either a Microsoft Office or Adobe Reader format. Submissions are due no later than 18 January 2012, 5:00PM (Alaska Time). Responses must be received by the specified date and time in order to be considered. Confidentiality: Respondents should not include any proprietary, classified, confidential, or sensitive information in a response to this sources sought notice. The Government reserves the right to use any non-proprietary technical information in any resultant solicitation(s).
