- SOURCES SOUGHT SYNOPSIS. This request is an announcement for information/market research for planning purposes. The synopsis does not constitute a request for proposal, request for quote, invitation for bid, nor does its issuance in any way restrict the Government as to its ultimate acquisition approach. The ICBM Systems Division, Hill AFB, Utah, is seeking potential sources to procure and install the Remote Visual Assessment (RVA) Terrestrial system and remove the RVA Satellite system at Minot AFB, ND and to maintain the RVA Network at three missile wings through Interim Contractor Support (ICS). RVA is utilized by Security Forces (SF) to assess security situations at Launch Facilities (LFs) in order to appropriately dispatch SF resources. The RVA network is currently deployed and maintained in two different configurations: Terrestrial at Malmstrom AFB, MT and Satellite at FE Warren AFB, WY and Minot AFB, ND. Northrop Grumman Corporation is currently transitioning FE Warren AFB, WY from RVA Satellite to RVA Terrestrial and currently maintains the RVA Network through an ICS contract. The RVA Terrestrial system at Minot AFB, ND will be a point-to-point radio communications system that connects 150 LFs, 15 Missile Alert Facilities (MAFs), Missile Security Control (MSC), and training locations to the overarching RVA Network. Tasks include installing concrete poles, cameras, infrared illuminators, and communications equipment outside the LF fence in order to observe the LF's Outer Zone area, removing and disposing of wood poles, satellite communications equipment, and cameras at the LFs, installing towers and monitoring equipment at MAFs and MSC and integrating each system into the RVA network. All three missile wings are connected to the RVA stand-alone network and maintenance is performed by deployed technicians (at each missile wing) for hardware replacement and power failure troubleshooting and remotely by trained system technicians for software upgrades, security updates, and software troubleshooting. This system is certified and accredited as a Mission Assurance Category Level III Sensitive asset and administrators must maintain appropriate training and certifications. Additionally, SuperTel Network Inc., and their affiliate Hexicom Corporation, must be utilized for the RVA installation at Minot AFB, ND by any potential source. This allows the Government to maintain proper configuration of the system's hardware and software ensuring ease of maintenance over the system's life cycle. SuperTel Network Inc. designs the LF data processing equipment and MAF monitoring equipment, while their affiliate, Hexicom Corporation, supplies the custom LF Digital Video Recorders with Hexicom software, Sight Commander software for the monitoring stations, and Net Commander hardware and firmware. THIS NOTICE IS NOT A REQUEST FOR PROPOSAL (RFP).
