- This market survey supersedes previously posted surveys and amendments for the M8 Smoke Pot. Description: Army Contracting Command - Rock Island (ACC-RI) on behalf of The Office of the Project Manager, Close Combat Systems (Picatinny Arsenal, NJ) is seeking long term potential sources to fabricate and deliver various sheet metal parts which will be used for M8 SMOKE POT, Practice (DODIC K511, NSN 1365-01-380-1678) production. This is a market survey for information purposes only and not a request for proposal or announcement of a solicitation. The M8 is a burning type smoke pot used to generate white smoke. It has a thin sheet metal cylindrical body, 12 inches in diameter and 13.5 inches in height. It is filled with Terephthalic Acid (TA) and Pentaerythritol (PE) smoke mixture ignited by a starter mixture. Specifications: These M8 Smoke Pot component kits include a double rolled seam can (or body); two lid (cover) assemblies with handles, a threaded fuze adapter, stamped plug closure, metal clamp, and coordinating hardware. The potential contract may require the contractor to: a) Develop tooling, fixtures and production processes to produce the components; b) Develop gauges, fixtures and a plan to inspect the components in accordance with the Department of Defense requirements. Planned Acquisition: The production requirements for the M8 Smoke Pot components are approximately 2000 units per year for the next five years starting from FY13 thru FY18. Submission Information: A respondent to this survey should be able to show adequate technical and manufacturing capability and satisfactory past performance in the metal parts forming industry. If a respondent does not have adequate resources (technical, manufacturing, personnel, etc.) available, the respondent must be able to demonstrate his ability to obtain those resources in a timely fashion. Respondents should provide the following information for the evaluation in order to meet the aforementioned production requirements. 1.Submit basic manufacturing plan that explains how the components will be produced. Identify automation, if any, used on the proposed line. 2.Advise work that would be subcontracted, if any, and identify the country. 3.Advise the minimum and maximum monthly quantities. 4.Identify the manufacturing equipment and availability required to produce the components. List the equipment that would be in-house and sub-contracted. This equipment should include what is required for paint or finishing. 5.Provide relevant experience in the manufacture of this type item which may include relevant personnel expertise/qualifications. 6.Present the expected lead times for the design, fabrication and qualification of the tooling and equipment required to produce and inspect these components. Include any information on long-lead materials or schedule drivers. 7.Advise the quality management system that would be used in a production contract. 8.Submit the facility layout or description that explains the location of the equipment, material handling and storage space that will be used for production. 9.Provide the willingness to participate in Product Improvement Programs (PIPs). 10.Provide a Rough Order Magnitude (ROM) cost for this item (for a yearly quantity of 2,000 each, M8 Smoke Pot component kits). Request inclusion of Minimum Order quantity and what factors affect minimum order quantities. 11.Provide company size. The North American Industry Classification System (NAICS) code for this item is 332999 and the business size standard is 500. 12.Submit organization name and point of contact information. The respondent should provide sufficient details to the Government so a reasonable assessment on the capability can be made. This information is for reference and planning only and the Government will not pay for any information submitted or for cost associated with providing this information.
