- Special Notice. This is the public notice for acquisitions over $10,000. The U.S. Department of Commerce (DOC), National Oceanic and Atmospheric Administration (NOAA), intends to increase the ceiling price of contract number WC133F-06-CQ-0033 with IAP World Services Inc., by $10 million dollars. The contract is for observer program and other research support activities for the Southeast Fisheries Science Center in Pascagoula, MS. The contract is a fixed-price type contract that allows for both time and material and labor-hour type task orders. The contract was awarded 04/21/2006 for a base year of 24 months, 3 12-month option years, and 5, 6-month award terms. The contract is currently in award term 2 of performance. This contract supports the research activities in four Southeast Fisheries Science Center Laboratories in: Miami, FL; Panama City, FL; Pascagoula, MS; and Galveston, TX. The contract covers a wide range of research activities including: 1. Regional observer programs; 2. Laboratory and at-sea support for survey cruises; 3. Port sampling programs; 4. Age and growth studies; 5. Marine mammal and sea turtle strandings and research programs; 6. Operation and maintenance of small vessels; 7. Development of fishing and sampling; 8. Data management; and 9. Data analysis and report development. It is the Government's intent to modify the existing contract with IAP World Services. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of 41 USC 253(c) (1), Only One Responsible Source. When the existing contract was awarded in 2006, the projection for the contract ceiling was based solely on the continuation of the activities described herein, with no anticipated expansion due to unforeseen events. With the Deepwater Horizon oil spill in 2010, increased focus was placed on enhanced research activities in the Gulf of Mexico to support evaluation of impacts of the oil spill. The original contracted activities and the additional work pertaining to Deepwater activities have continued since the oil spill occurred. Additional contract employees were required to support these activities and the IAP World Services Inc. contract provided the appropriate mechanism to quickly respond to these priorities. The addition of these funds to the IAP contract and the increased work effort by the contractor resulted in the contract ceiling being reached more quickly than anticipated. This special notice is not a request for competitive responses, but rather a notice to the public of the Government's intent to modify the existing contract to increase the ceiling amount. A determination by the Government not to compete this proposed acquisition is solely within the discretion of the Government.
