Description
THIS NOTICE IS PROVIDED FOR INFORMATIONAL PURPOSES ONLY Naval Air Systems Command (NAVAIR) located in Patuxent River, MD intends to solicit, negotiate, and award a sole source contract to furnish, operate, and maintain an Airborne System Training and Research Support (ASTARS) Saab 340A aircraft. This aircraft contains Government Furnished Equipment (GFE) consisting of sensors, computers, controls, and displays that are used to support ground and flight test and evaluation training on a representative, integrated system at the U.S. Naval Test Pilot School. Contractor will provide the design, fabrication, installation, and testing of GFE on the Contractor's airplane. The ASTARS system was designed to expose test pilots, Naval Flight Officers, and test engineers to a highly integrated avionics system, as well as support instruction in the test and evaluation of individual navigation and tactical sensors through the use of installed instrumentation. Configuration is similar to the centralized architecture used in next-generation aircraft such as the F-22 and Joint Strike Fighter. All processing is performed in multiple commercial rack-mounted off-the-shelf personal computers. Multi-Function Displays (MFDs) are emulated using Cathode Ray Tube (CRT) and Liquid Crystal Display (LCD) video monitors with added bezel buttons. Aircraft configuration currently includes a mock strikefighter cockpit student station equipped with multi-function hand controllers, as well as an instructor station equipped with similar controls and displays. Current sensor suite includes a multi-mode X-band radar (APG-66(V)2), a turret-mounted Electro-Optic/Infrared sensor (Wescam MX-15), an LTN-92 Inertial Navigation System (INS), and a Garmin 496 Map Global Positioning System (GPS), which provides INS aiding through mission computer software. A Heads Up Display (HUD) is simulated using a cockpit-mounted camera with overlaid symbology. The system also includes a digital moving map with full continental U.S. coverage. The current Saab 340A is used during approximately 35 weeks per year and accumulates 300 flight hours annually. The existing contract expires on August 31, 2012. The purpose of this acquisition is to continue existing services for the next five years. Having a fully functional airplane with GFE installed for training purposes is critical to the overall training objectives of the U.S. Navy Test Pilot School. The Government anticipates awarding this requirement on a sole-source basis to the current contractor, Calspan Corporation. The period of performance for this effort will be a base period from 1 October 2012 to 30 September 2017. Contractors who may be interested in providing this service need to consider the GFE has to be designed, installed, tested and operational no later than 30 October 2012. THIS IS NOT A REQUEST FOR PROPOSAL. However, interested parties may submit a capability statement via email to william.r.wright2@navy.mil. Capability statements are limited to ten (10) pages. All capability statements received in response to this notice must be received by 2:00pm, 3 February 2012, and will be considered by the Government for the purpose of determining whether to initiate a competitive procurement. DFARS 252-204-7004 Alt A "Required Central Contractor Registration" (CCR) applies to all solicitations. Lack of registration in CCR database will make an offeror ineligible for award. Technical capability will be determined solely on the content and merit of the information submitted in response to this notice. Therefore, it is incumbent on the interested party to provide sufficient technical literature, documentation, etc. in order for the Government to make an adequate technical assessment of the proposal. The Government reserves the right to process this procurement on a sole source basis based upon the responses received. However, if a competitive procurement is initiated, it will be made available electronically via the Federal Business Opportunities website. The Government will not pay for any information received.
