Description

The Naval Air Systems Command (NAVAIR) intends to request a proposal and negotiate on a sole-source basis with Goodrich Corporation, P. O. Box 330651, Charter Oak Boulevard, West Hartford, CT 06133-0651 for the procurement of hardware to retrofit the MH-60R/S aircraft with the new Electronic Digital Engine Control Unit (EDECU) and a Discrete Application Selection (DAS) Plug. This procurement is for the incorporation of three ECPs (700173, 700184, 700187) designed to enhance the time on wing, reduce total ownership costs, and improve fleet maintainability and supportability of the T700 Engines. Goodrich specific hardware is required to implement the approved ECPs for the T700 Engines. This contract will be awarded as a firm-fixed price contract on a sole-source basis to Goodrich Corporation. Level III drawings and data are required to manufacture the kits, brackets, and plugs. Goodrich controls all Level III drawings for the listed equipment. These drawings provide the detail for the production of EDECUs and DAS Plugs. Without this data, the reliability and safety of the engine control would be compromised. The Government is unable to complete this requirement without the Level III drawings. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under authority of FAR 6.302-1. This notice of intent is not a request for competitive proposals. However, all responsible sources may submit a capability statement, proposal, or quotation which shall be considered by the agency.
