Description
SYNOPSIS FOR AN OPTICAL TIME DOMAIN REFLECTOMETER (OTDR) DLA Maritime - Puget Sound is issuing a solicitation and subsequently a Firm Fixed Price Contract for an Optical Time Domain Reflectometer (OTDR) in support of Puget Sound Naval Shipyard & IMF, Bremerton, WA 98314. Requirements: NAME BRAND OR EQUAL - The quoter shall quote on the name brand item or an alternate product that meets or exceeds the specifications stated in the specifications attached to this solicitation. The name brand product information is as follows: Manufacturer: LUNA TECHNOLOGIES Product Numbers: OBR 4200 (Portable Optical Backscatter Reflectometer) OPT01100 (OBR 4200 Accessory kit); OPT01102-1 (North American/Japan Power Kit (Type A) for OBR 4200); EW00001 (1 Year Standard Warranty); and OPT01103 (Desktop Analysis Software for OBR 4200) A portable high-resolution Optical Time Domain Reflectometer (OTDR) used for taking optical measurements on single mode fiber optic systems. An OTDR is an instrument used to characteristically measure an optical fiber by sending a pulse of light, at a particular wavelength, down the length of the fiber and measuring the intensity of the light reflected back. Reflected light in an optical fiber are known as "events". Event Dead Zone is an industry term to define the minimum distance after a reflection in which an OTDR can accurately measure the distance to a second event. a) The contractor shall provide an OTDR with the following characteristics: 1. Capable of measuring at the 1550nm (± 20) wavelength. Additional wavelengths are optional but not required. 2. Portable and either come furnished with a physical user interface or be capable of connecting to a laptop, PC or other similar device. 3. Capable of an Event Dead Zone of no more than 1 inch, preferably in the millimeter range, at the 1550nm wavelength. 4. Instrument and accessories shall be packaged in a protective, waterproof case. 5. Instrument shall be ruggedized. 6. Shall include any software and accessories required for operation. b) The following are the required minimum specifications regarding the OTDR: 1. Wavelength (nm): 1550 ± 20 2. Test Mode: Single Mode 3. Optical Connector: FC/APC Connector 4. Spatial Event Resolution (mm): < 3 5. Measurable Length (m): < 100 6. Form Factor: Portable/Laptop Delivery: F.O.B Destination The associated North American Industrial Classification System (NAICS) code for this procurement is 334515 with a small business size standard of 500 employees. This requirement is a 100% small business set-aside and only qualified quoters may submit quotes. All responsible sources may submit a bid, proposal, or quotation which shall be considered by the agency. The solicitation and any subsequent amendments will be posted to the NECO website https://www.neco.navy.mil/. Prospective quoters are responsible for downloading their own copy of the solicitation from this website and for frequently monitoring that site for any amendments. The Government is not responsible for any inability of the quoter to access the posted documents. No telephone or fax requests will be accepted, and no hard-copy solicitation/amendment will be mailed or faxed. The solicitation shall be posted on or about 13 January 2012 with a response date of on or about 20 January 2012. The buyer will NOT provide a hard copy of the Solicitation package. Quoter must be registered in the Central Contractor Registration (CCR) database before an award can be made to them. If the quoter is not registered in the CCR, it may do so through the CCR website at http://www.ccr.gov.
