- 6HQOIG-12-A-0003 Statement of Work and Evaluation Criteria 6HQOIG-12-A-0003 Solicitation Provisions and Clauses 6HQOIG-12-A-0003 PS Form 8302 This Solicitation is issued to award a Blanket Purchasing Agreement (BPA) to qualified suppliers to assist United States Postal Service Office of Inspector General (USPS OIG) Risk Analysis Research Center (RARC) staff with specific subject matter expertise in areas such as Postal Economics, Applied Public Policy Research, Financial Reporting, Economic Analysis and Research, and Postal Network and Operations in accordance with the attached Statement of Work (SOW) dated January 2012. The attached solicitation describes the work to be performed, states the terms and conditions that will apply to any agreement that is awarded, and provides instructions for preparing and submitting proposals, and the evaluation criteria used for contract award determination.
