- PRESOLICITATION NOTICEThe Department of the Interior National Business Center, Acquisitions Service Directorate on behalf of the Bureau of Land Management, intends to solicit for Exclusive Use fixed wing aircraft services as follows: DESCRIPTION This is a Pre-Solicitation Notice Only. The Department of the Interior, Bureau of Land Management, has a requirement for flight services using a multiengine, high-wing aircraft. The intent of this contract is to obtain fully Contractor operated and maintained exclusive use airplane flight services to transport personnel and/or cargo in support of fire and resource management activities. Contractor services include provision of an airplane, personnel, fuel, and all other associated equipment, to support missions as prescribed in the solicitation. Contractors must be certified under A Federal Aviation Administration (FAA) Air Carrier Certificate ; The aircraft shall be identified as required by 14 CFR Part 121.135(7) or Part 135.63 or Operations Specifications Part D, Aircraft Listing, as appropriate; Aircraft shall be fully equipped to carry the number of passengers offered in accordance with the standards of 14 CFR Part 121 or 135 as appropriate. The contract aircraft must have a Standard Airworthiness Certificate and have engineering support for continued airworthiness from the current type certificate holder or supplemental type certificate holder. Installation of any equipment required by this contract must be FAA approved. Transport of hazardous materials will be required in accordance with the Department of Transportations special permit DOT-SP-9198. Missions may include, but are not limited to, passenger and cargo transport, fire detection, aerial reconnaissance, air tactical supervision, and other administrative and related resource activities. The anticipated exclusive use period will be from April 16, 2012 through August 13, 2012, with the anticipated contract period being from April 1, 2012 through March 31, 2013, with four, one-year options. The anticipated issue date of the solicitation is February 2, 2012 with a projected closing date of March 5, 2012. It will be a requirement that the successful awardee be registered in the Central Contractor Registry (CCR) and ORCA.
