Description
NO TELEPHONE, FASCIMILE, E-MAIL AND OR WRITTEN REQUESTS FOR SOLICITATION OR POSTING STATUS SHALL BE ACCEPTED. The work includes procurement and construction of a wind turbine generator and all associated equipment, foundations, electrical distribution systems, electrical controls, and incidental related work complete in place, tested and approved, as needed for a complete, usable and proper installation at Atlantic Undersea Testing and Evaluation Center (AUTEC) on Andros Island, Bahamas. The Contractor shall provide a GEV HP 1MW Wind Energy System from Vergnet. This solicitation will result in a firm-fixed-price (FFP) design-bid-build (DBB) (100 percent plans/specifications) construction contract. Procurement Method: Contracting by Negotiation. The Government does not intend to use FAR Part 12 for this acquisition. The contract completion is 12 months (365 calendar days) from date of contract award. The NAICS Code for this procurement is 237130 and the annual size standard is $33.5 M. Estimated cost of construction range is $1,000,000 to $5,000,000. This is a new procurement. It does not replace an existing contract. No prior contract information exists. The proposed contract listed here is unrestricted full and open competition to participation by all interested large and small business firms with specialized experience and qualifications required by this project. The solicitation utilizes source selection procedures which require offerors to submit a technical proposal addressing corporate experience and key personnel, past performance, technical approach to safety; and a price proposal for evaluation by the Government. It is anticipated the electronic solicitation Request for Proposal (RFP) will be posted and available in NECO at https://www.neco.navy.mil/ and also be available in FedBizOps (FBO) at www.FBO.gov on or about 07 February 2012. Offerors can view and/or download the solicitation, and any attachments, at https://www.neco.navy.mil/ when it becomes available. Interested parties must register with NECO or FBO to obtain access to the solicitation RFP. Registration instructions can be found on the NECO or FBO websites. Interested parties are encouraged to complete the NECO Vendor Registration (see NECO Vendor User Guide found in NECO website) and add your company information to the Solicitation Plan Holder List in order to receive notification by email of amendments/documents as they become available and are added to the solicitation posted in NECO.
