- Sole Source Justification The USDA, Animal and Plant Health Inspection Service (APHIS), Wildlife Services (WS) intends to purchase an airport hangar at the Billings Logan International Airport under a sole source award using FAR section 6.302-1 procedures. The award will be made to Tempe Connell, located in Billings, MT. The proposed contract action is for a structure for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302-1. Numbered Note 22 applies.
