- GAPP results framework Draft GAPP concept The purpose of this notice is to comply with the synopses and pre-solicitation notice requirements of FAR 5.2 - Synopses of Proposed Contract Actions. Any solicitation resulting from this notice will be handled in accordance with FAR 5.102(d); therefore, availability of any resulting solicitation package will be limited to this electronic medium. Accordingly, interested vendors are encouraged to register themselves as an interested vendor. The United States Agency for International Development (USAID) intends to issue a Request for Proposals (RFP) for strengthening Governance, Accountability, Participation and Performance (GAPP) activity in Uganda. The purpose of this solicitation will be to identify a qualified contractor to implement this new USAID/Uganda governance performance-based program called Governance, Accountability, Participation and Performance (GAPP). The primary objective of the GAPP program is to increase participation, accountability and local governance for effective service delivery. To achieve this goal, GAPP will focus on three key components highlighted below: to enhance accountability, improve local government governance, and support CSOs and other non-state actors to increase their voice and demand for improved services. Component 1: Support and strengthen national level government accountability institutions in their interaction with local governments. Component 2: Strengthen local government revenue, procurement, financial and planning systems. Component 3: Strengthen CSOs and other non-state actors to improve voice and accountability. USAID will issue an RFP on or about 15 days from the posting of this notice. Please do not consider this announcement as an RFP, and do not submit your proposals until a formal RFP is posted in the FedBizOpps website: http://www.fbo.gov. This notice does not obligate USAID to award a contract, nor does it commit the U.S. Government to pay any cost incurred in the preparation and submission of proposals.
