- Performance Work Statement REQUEST FOR INFORMATION Joint Base San Antonio (JBSA), Laundry and Dry Cleaning THIS ANNOUNCEMENT IS NOT A NOTICE OF SOLICITATION ISSUANCE. THIS IS A REQUEST FOR INFORMATION (RFI) FOR PLANNING PURPOSES ONLY. This RFI is issued for the purpose of developing a viable solicitation that will best communicate the Government's requirements to industry. Response to this RFI is strictly voluntary and will not affect any firm's ability to submit an offer if, or when, a solicitation is released. The requested information is for planning purposes only and does NOT constitute a commitment, implied or otherwise, that a procurement action will be issued. No entitlement to payment by the Government of direct or indirect costs or charges will arise as a result of the submission of information in response to this RFI. The Government shall not be liable for or suffer any consequential damages for any improperly identified proprietary information. Proprietary information will be safeguarded in accordance with the applicable Government regulations; formal notices will be on http://www.fbo.gov website. GENERAL INFORMATION: Joint Base San Antonio, which includes Lackland AFB, Randolph AFB, and Fort Sam Houston, is in the process of determining the acquisition strategy for a Joint Base Laundry and Dry Cleaning contract. The Government anticipates awarding an Indefinite Delivery Indefinite Quantity (IDIQ) basic contract under NAICS Code 812320. The size standard associated with this NAICS code is $5.0 million. The Service Contract Act of 1965 will apply to this contract. All size firms are being looked at during our market research phase. Individual Task Orders (TO) will be awarded utilizing the terms and conditions of the basic contract. The Government is considering a Firm Fixed Price (FFP) pricing arrangement for the basic contract. Additionally, the Government is considering a 5-year contract for this service that may include a basic one year period and 4 one year option periods. Central Contractor Registration (CCR) will be mandatory for this contract (see CCR website at www.ccr.gov). Online Representations and Certifications Application (ORCA) will be mandatory for this contract (See ORCA website at www. bpn.gov). DUNS information will be mandatory for this contract. The contractor shall furnish all personnel, labor, tools, equipment, transportation, materials, facilities, and supplies to launder and dry clean government linen and clothing. Linen and/or clothing articles will be weighed in pounds and/or counted by number of pieces. The estimated workload is estimated at 7 million pieces per year. Separate containers will be required for transporting clean and soiled linen. Laundry and Dry Cleaning services include pickup and delivery at various locations on Lackland AFB, Randolph AFB, and Fort Sam Houston. The Government requests comments from interested parties to the following questions: 1. Are you interested in bidding on this type of Laundry and Dry Cleaning Contract? 2. What are industry comments and concerns with the type of services required? 3. Do you have local offices in San Antonio, Texas? 4. What is your capability to effectively manage multiple, concurrent task orders? 5. Have you ever laundered/dry cleaned linens and clothing articles? If yes, number of contracts within the past three years? 6. Identify any laundry/dry cleaning services you have had within the last three years. 7. Does your laundry service provide for customer-owned garments? 8. Are you able to provide daily delivery/pick-up service between a specified time frame and complete daily delivery pick-up within one hour? 9. Are you able to provide 48 hours turn around? If not what is your turn around time? 10. Do you have the capability to package laundered or dry cleaned items in plastic wrap/film? 11. Can you provide seven day service to include holidays? 12. Do you meet the requirements of the guidelines of healthcare linen service developed by the Joint Commission? 13. What is your current processing capability in pounds daily? 14. What is your current processing capability by pieces daily? 15. When were your facilities last upgraded? 16. Do you have back-up provisions in case of emergencies (i.e. power outages, employee strikes, fires)? 17. Will you replace at no cost to the Government, any linen/dry cleaning lost or destroyed under your possession? 18. If services are not acceptable, do you provide re-performance at no cost? 19. Do you have the manpower and transportation to pick up and deliver at Lackland AFB, Randolph AFB, and Fort Sam Houston? 20.
